Salary- $70,202.00 – $90,928.00 Annually

  • Assists in developing, implementing, tracking and reporting of various city programs that support new and ongoing NPDES Phase II Permit requirements.  Coordinates with staff, contractors, consultants, other jurisdictions and agencies, and the general public as needed to implement and foster successful SWM programs. This position will be responsible for coordinating the following:
    • Source Control Program
    • IDDE Program
    • Education & Outreach Program, including all water quality outreach efforts and stewardship activities
    • Behavior Change and Community-based Social Marketing (CBSM)
  • Responds to, investigates, and resolves inquiries from the public and other departments regarding drainage requests, flooding reports, spills and/or illicit discharge and connection concerns.
  • Represents the City’s interest in various regional and local coordination meetings and monitoring efforts or other coordinated watershed efforts.
  • Coordinates routine water quality monitoring activities within the City.
  • Coordinates annual update of Newcastle Stormwater Management Plan (SWMP) and assists with the NPDES Annual Report.
  • Assists the ROW/SWM inspector in performing annual inspection of all City stormwater facilities and bi-annual inspections of storm drains.
  • Manages the City’s Private Maintenance Inspection Program with the ROW/SWM Inspector.  Maintains the NPDES Pro database, manages outreach to property owners about stormwater infrastructure, BMPs, and the intent of the City’s stormwater regulations.
  • Assists the ROW/SWM inspector in performing inspection of private stormwater facilities including outreach with property owners about stormwater infrastructure, BMPs, and the intent of the City’s stormwater regulations.
  • Assists the ROW/SWM Inspector in performing inspections of private stormwater facilities.
  • Assists with environmental permits as needed for SWM maintenance or capital projects, including SEPA, JARPA, and HPAs.
  • .Assists in the updates and implementation of the City’s Surface Water Management Comprehensive Plan and other plans and studies as identified.
  • Applies for and manages grants.
  • Field verifies stormwater assets and coordinates GIS mapping updates.
  • Performs other duties as required or assigned.
