The Habitat Strategic Initiative Lead (HSIL) is the Washington Department of Fish and Wildlife (WDFW) and Department of Natural Resources (DNR) co-led program to advance habitat protection and restoration in Puget Sound under a cooperative agreement with the EPA.

Co-manage the HSIL subaward grant program to invest/manage federal funds from EPA to implement the Habitat Implementation Strategies:

 Floodplains and Estuaries   

Land Development and Cover 

 Shoreline Armoring   

 Marine Vegetation (potentially in development)

Duties

Our Habitat Strategic Initiative Lead, 

  • Coordinates and implements the subaward program.
  • Leads the negotiation of Statements of Work and budgets with successful Requests for Proposal (RFP) applicants (i.e., staff at government agencies, tribes, special districts, or non-profit organizations) that highlight the connections to the Implementation Strategies. 
  • Manages the Habitat Strategic Initiative Lead (HSIL) subawards and contracts.
  • Facilitates technical content review of subaward deliverables by HSIL team members or Subject Matter Experts (technical staff from government agencies, local jurisdictions, and non-profits, etc.).
  • Works with HSIL Communications Lead to share outputs from the subawards on the Strategic Initiative Lead (SIL) website or other appropriate avenues.
  • Completes EPA required reporting for subaward program and organize subaward records to ensure record retention and EPA requirements are met.
  • Supports the development of Requests for Proposal (RFP) application and evaluation materials on specific topics following EPA funding guidance.
  • Supports the overall HSIL EPA workplan through supporting team activities and providing situational awareness.

WORKING CONDITIONS

  • Work Setting, including hazards: 
    1. Work is almost exclusively performed in an office environment. 
    2. Due to the Governor’s “Stay Home, Stay Safe” order due to the pandemic, many of our positions are currently working remotely, or a combination of office and remote.  When the Governor lifts the “Stay Home, Stay Safe” order for state employees, combinations of office or telework may be considered.
  • Schedule: 
    • Typically, Monday – Friday – 8:00 a.m. – 5:00 p.m.
    • Workload demands may require work outside the assigned work hours/days and adjustment of work schedules.
  • Travel Requirements:
    • Some travel within the Puget Sound region will be required to meet with partners, conduct business, or attend/provide training.
  • Tools and Equipment: 
    • Standard office furniture and equipment – desk, filing cabinet, computer, printer, telephone, copy machine, etc.
  • Customer Interactions:
    • Daily contact with clients, including some contact with those who may be frustrated.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or a closely related field.

        AND 

  • At least two (2) years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration or environmental policy.

        OR 

  • One year of experience as an Environmental Planner 2.

  • Professional equivalent experience may substitute, year-for-year for the education requirements.

Must demonstrate experience and strong competence in these skills and abilities:

  • Strong interpersonal skills and verbal/written communications skills. 
  • Demonstrated organization and time management skills to effectively prioritize workload and maximize efficiency. 
  • Managing the administrative aspects of a program, including contract management and reporting requirements. 
  • Demonstrated ability to apply negotiation and conflict resolution skills. 
  • Ability to seek and act on opportunities to improve, streamline, and re-invent work processes. 
  • Basic use of Microsoft Office programs (including Word, Excel, and PowerPoint).

PREFERRED QUALIFICATIONS: 

  • A Master’s degree in natural resource or environmental science, natural resource or environmental planning, public administration or public policy with an environmental emphasis, or a closely related field. 

          AND 

  • Two (2) years of professional experience in these areas OR one year of experience as an Environmental Planner 2.

          AND 

  • Demonstrated ability to develop and maintain collaborative working relationships, to build rapport and partner with local, state, and federal governmental agencies, tribes, regarding issues pertaining to habitat protection and restoration.
  • Leading and facilitating a team or work groups to achieve desired and productive outcomes.
  • Experience applying knowledge of Puget Sound fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and likely remedies.

Knowledge of: 

  • The Puget Sound Action Agenda and Puget Sound recovery goals.
  • Natural resource laws, policies, and programs and how this affects and/or enables fish, wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in order to achieve expected results.
