About the Role:  We’re in search of an individual with a dynamic leadership approach to lead a dedicated team of capital program and project managers, design engineers, an environmental scientist, and technical support staff. Together, you will be at the forefront of delivering crucial stormwater capital improvement projects and feasibility studies in unincorporated King County. Work Location:  This is predominantly a remote position, with onsite work requirements as informed by business needs. This position reports onsite on the first day of employment for orientation and approximately 2-3 days per month, subject to change based on business needs.

Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements.

The primary onsite location is King Street Center (201 S. Job Duties

What You Will Be Doing: 

  • Manage the Stormwater Unit of the Water and Land Resources Division (WLRD) Capital Section in the planning, design, and implementation of capital improvement projects aimed at solving natural drainage flooding problems, restoring and preserving stormwater facility assets, and reducing stormwater runoff impacts to water quality and aquatic systems. This unit currently has 16 staff comprised of capital program and project managers, design engineers, an environmental scientist, and technical support staff.

  • Oversee staff supervision within the Unit, including hiring, performance management, safety, job training, coaching, mentoring, discipline, and resolution of grievances. Oversee allocation of staff to projects and facilitate resolution of allocation conflicts. Provide opportunities for staff development; facilitate team building in a remote work environment; facilitate remote and occasional in person meetings and team events.

  • Develop, track, and coordinate the Unit’s annual capital improvement program budget; prepare necessary justification to support budget requests; prioritize complex, multi-year and high-cost projects; coordinate with other capital units on multi-benefit projects; ensure program and project managers keep the County’s adopted project management process and tools up to date; seek additional resources as needed to complete projects; and report progress on delivery of the Unit’s capital projects and services.

  • Serve as Project Supervisor for projects as determined necessary; lead the Stormwater Capital Unit through organizational change; ensure consistent and efficient application of WLRD’s Project Management Manual; set performance standards and measures for the Unit, staff, and project teams; remove barriers to project team performance; seek continuous improvement of project management procedures; facilitate resolution of project management and construction issues; and implement efforts to increase equity in service delivery.

  • Serve on the Capital Section management team and represent the Unit’s stormwater interests and needs to Section and upper management; communicate relevant information from meetings with Section and Division leadership and other work groups to team; collaborate with other Capital Section workgroups on multi-benefit projects; and work with the Stormwater Services Section on the sourcing and prioritization of stormwater capital improvement projects and studies.

 

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Bachelor of Science degree in civil engineering, environmental engineering, water resources, landscape architecture or closely related field.
  • Three years of experience with design, permitting, contracting, and construction of capital improvement projects.
  • Three years of experience managing a work group that delivers multiple programs and projects, including being responsible for work group planning, staffing, budget, coordination, and performance.
  • Three years of experience in providing technical oversight, quality control, and personnel management as a supervisor of multiple staff, including setting performance expectations, evaluating performance, hiring, coaching, training, recommending pay changes, imposing disciplinary actions, providing recommendations on grievances.
  • Experience with applying or overseeing the application of engineering principles, practices, and methods to assessing, understanding, and solving stormwater facility, water quality and/or flooding  problems.
  • Experience with interpreting and applying local, state, and federal regulations, codes, and rules pertaining to stormwater and surface water management.
  • Experience working with and making presentations to high-level decision makers and project stakeholders.
  • Demonstrated oral and written communications that are clear, concise, and able to convey complex technical information to diverse and non-technical audiences.
  • Knowledge of equity and social justice principles.
  • Enthusiasm for stormwater and interest in improving environmental health and human safety through implementing stormwater capital projects.

  • Licensure as a Professional Engineer.
  • Experience managing stormwater capital projects or programs.
  • Experience with use of the King County Surface Water Design Manual or equivalent.
  • Experience with use of project management software, Outlook, Teams, Word, Excel, PowerPoint, SharePoint, ArcGIS, and AutoCAD.
  • Experience with contract management.

Working Conditions:
  

  • Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act (FLSA), and it is not overtime eligible. This full-time position works a 40-hour work week. 

  • Union Membership: This position is represented by PROTEC Local 17X.
