The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division! We are looking for someone creative and highly motivated to be part of the team that manages 2.6 million acres of state-owned aquatic lands. Join our team at the DNR as a full-time, permanent Environmental Planner 4 in Olympia, WA. Join us and help shape the future of how state-owned aquatic lands are used, restored, and protected, as the senior environmental planner in support of our state-wide leasing efforts managing the environmental stewardship unit. This work will directly support our efforts as the stewards of state-owned aquatic lands, developing measures and conditions that users must adhere to to protect aquatic habitats and species.

 

Duties

Responsibilities:
This position is responsible for leading the coordination between local, state, federal, and tribal agencies regarding major new initiatives/or major modifications to existing laws, policies, and Aquatics Division program planning needs. The position supervises four professional planning staff. Management responsibilities include overall direction of the following DNR Aquatic Resources programs and tasks: 

  • Mooring buoy program;
  • Habitat stewardship implementation;
  • Consistency and facilitation with Growth Management Act (RCW 36.70A), Shoreline Management Act (RCW 90.58), and Harbor Areas (RCW 79.115);
  • Inter-agency and tribal government collaboration, and
  • Aquaculture policy and planning.

 

Qualifications

Required Qualifications:

  • A Bachelor’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
    AND 3 years of experience;
    OR a combination of education and/or experience equivalent.
  • Experience managing multiple complex tasks, setting workload priorities, and completing tasks on time.
  • Experience speaking and writing clearly and succinctly.
  • Experience collaborating on complex and contentious issues in an active respectful, cooperative, and professional manner.

Special Requirements and Conditions of Employment:
  • Working Setting: The majority of work is performed in an office or meeting setting with some fieldwork. Field visits involve transport by motor vehicle or boat and include working on or around flowing water (rivers) and marine waters. Foot travel over rough terrain is occasionally required. While in field settings, the position may come into occasional contact with motor fuels and lubricants, herbicides, or creosote.
  • Travel Requirements: Some travel may be required for short periods and occasionally may require overnight stays away from home, usually no more than three nights at a time.
Desired Qualifications:
  • Knowledge of environmental planning principles and strategies.
  • Knowledge of land use regulations that govern activities in water bodies, such as the Shoreline Management Act, Growth Management Act, Washington Hydraulic Code, Section 404 of the Clean Water Act, and Section 10 of the Rivers and Harbors Act.
  • Experience supervising staff.
  • Experience facilitating meetings and giving public presentations.
  • Experience with GIS software such as ArcGIS.
