Job Summary

We are looking for a Solid Waste Program Manager to join our team. You will play a key role in Bellevue’s solid waste and environmental outreach programming, both in managing the City of Bellevue’s solid waste collection contract with its private-sector contractor, and in overseeing development and implementation of solid waste and resource conservation outreach programs as a staff supervisor and key contributor. You will also manage grants that support Utilities programs and projects, track budget and performance metrics, conduct contract performance reviews and customer surveys, develop strategic solid waste policy options, and resolve customer complaints regarding service by the collection contractor.

Essential Duties and Responsibilities

Solid Waste Collection Contract Management 

  • Manage the solid waste collection contract.
  • Resolve issues that arise with the solid waste collection contract and oversee the analysis and City response.
  • Work with collection contractor staff to address contract and service issues.
  • Monitor, analyze, and enforce contract performance.
  • Conduct annual contract performance review, which includes a contract compliance audit and residential and commercial customer surveys.
  • Provide presentations on solid waste contract matters to the City’s Environmental Services Commission, including reports on contract performance.
  • Respond to customer requests for arterial litter collection and investigate litter issues.
  • Analyze and recommend action on collection contractor’s annual rate request in a timely manner, ensuring that the request is accurate.
  • Lead procurement of future solid waste collection contracts.
  • Other tasks as identified and necessary to ensure the timely, efficient, and environmentally-sound management of solid waste throughout the City of Bellevue.

Customer Issue Resolution

  • Research, work to resolve, and prepare responses to customer solid waste issues, complaints, and concerns in a timely fashion, including those forwarded from the City Manager’s Office and City Council.
  • Work with administrative staff to track customer issues and resolution.

Outreach and Education Programs

  • Oversee solid waste and water conservation outreach and education programs.
  • Oversight and implementation of WaterWise Demonstration Garden program and water conservation educational opportunities.
  • Lead and manage solid waste and water conservation outreach and education staff.
  • Explore additional outreach and education opportunities to advance City resource conservation goals.

Program Performance and Budget

  • Develop program goals and objectives.
  • Develop and monitor progress on solid waste performance measures.
  • Develop and manage solid waste budgets.

Grants

  • Seek grant opportunities to support Utilities programs and projects.
  • Administer multiple solid waste grants through the application, coordination, reporting, and reimbursement processes.
  • Track and work with the City Utilities’ and City finance staff to ensure that grant reimbursement documents are accurate and prepared for submittal in a timely fashion.

Policy Support

  • Develop strategic solid waste policy options for management consideration.
  • Provide input, analysis, and assistance on regional solid waste issues.

Other Assignments

  • Manage potential special recycling events including contract management, reviewing the site options, and the materials collected at the event to ensure that residents are provided the most effective and efficient collection programs.
  • Track and brief management on the impacts to the City of legislation related to solid waste and recycling.
  • Coordinate with other City departments on emergency management responsibilities and planning that relate to solid waste and debris management.
  • Work effectively with other staff members, regularly coordinating with and providing assistance on solid waste matters, as needed.
  • Complete special assignments as requested.
Qualifications
  • BA or BS degree, preferably in Business Administration or Environmental Sciences.
  • At least five (5) years’ experience managing large service contracts, preferably in the solid waste or similar industry, overseeing grant programs, responding to customer issues, and overseeing education, marketing, or public information programs or projects.
  • Excellent analytical skills.
  • Excellent and dynamic public speaking/presentation skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Experience writing agenda memorandum, white papers, educational materials, surveys, and promotional and advertising materials.
  • Staff management experience preferred.
  • Grant writing experience preferred.
  • Proficient use of spreadsheets to track and analyze budgets and projects (preferably Excel).
  • Experience working with a variety of age groups and community sectors preferred.
  • Ability to express technical information in a non-technical manner preferred.
  • Equivalent combinations of education and experience will be considered.
  • Valid Washington State driver’s license.
  • Intermediate level word processing skills and experience with presentation software (preferably Microsoft Word and PowerPoint).
  • Must pass a criminal background check prior to hire.
