Position Description

Come join the Solid Waste team at Seattle Public Utilities to work with big data sets on some of the most cutting-edge waste prevention and recycling programs in the nation. SPU’s Solid Waste (SW) Line of Business seeks an experienced data analyst to drive the development of a data management and stewardship plan to improve and to standardize how we manage data and deliver data projects and reporting, and to build data solutions for underserved business or program areas. This position will report to the Principal Economist in Solid Waste’s Planning & Program Management Division.
Long-Term Temporary assignments are approved for 35 months from the date of hire and include Medical, Dental and Vision benefits as well as paid vacation, sick leave, and holidays.

Job Responsibilities

  • Lead the evaluation of existing data management and stewardship practices and propose and implement solutions to improve data processing, metadata management, documentation, and data quality control and assurance.
  • Establish documented processes and procedures, develop a system to manage our data systems, and reporting, develop analyst training, and coordinate reporting projects across Solid Waste.
  • Organize and develop training materials on critical reports, map processes, document credentialing process for access to databases and tools, and troubleshoot typical problems and issues.
  • Design and implement informational SharePoint site for historical and current solid waste data, research and reporting.
  • Manage data projects that require data gathering, analysis, and implementation. Some mid-term projects are related to IT improvements such as efficiency improvements to quality control and assurance processes.
  • Create sustainable data and system monitoring for SPU processing and disposal services, including tracking transfer station in and out volumes, by source and destination, and resolving data variances for waste shipped to processing facilities.
  • Update load confirmation tracking systems for garbage rail and yard waste shipping.
  • Enhance facility turn time performance tracking at processing facilities with fleet GIS data.
  • Improve market destination and residual tracking for recycling processing with regional partners.
  • Review and revise ongoing data queries to support review of invoiced residential services.
  • Act as the primary technical advisor to coordinate our in-house Data Governance and Stewardship team promoting self-service reporting. Develop guidelines and create training materials to increase division self-service reporting and data literacy.
  • Develop tools and data solutions for underserved solid waste groups or areas of interest, such as construction and demolition debris diversion, transfer station operations, and/or service equity.
