The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to fill a Site Manager – Bay Wide Coordinator (Natural Resource Scientist 3) position. This position is located in our Headquarters Office in Lacey, WA.

As a senior staff member, the Site Manager – Bay Wide Coordinator will ensure proper implementation of state and federal cleanup regulations at formal cleanup sites based on sometimes limited data and where precedent may be limited. This position serves as a research specialist project manager to achieve cleanup goals during remedial investigations/feasibility studies and other phases of cleanup while working cooperatively with liable parties, resource agencies, local government, and tribes to coordinate cleanup and restoration. This position also helps develop and implement studies to assess human and ecological pathways that can become adversely impacted by contamination. This position also studies and implements advances in effective cleanup methodologies where precedent is limited and scope is initially only broadly defined.

The Toxics Cleanup Program’s mission is to prevent and remove contamination and support sustainable communities. The Lands Cleanup Unit provides regulatory interpretations for the implementation of the Model Toxics Control Act (MTCA) Cleanup Regulation and Sediment Management Standards (SMS) for cleanup and restoration activities within the state.

Duties

What makes this role unique and challenging?

The successful candidate will need to have strong written and verbal communication skills with the ability to integrate and translate technical processes and procedures into everyday language as they engage with the public or other colleagues of varying backgrounds. The ability to network and build relationships is crucial.

What you’ll do:

  • Develops and/or reviews and implements studies to assess contaminates in the environment and the most effective methods for cleanup of contaminated exposure pathways.
  • This position is key in defining research required to delineate the nature and extent and impacts of groundwater, surface water, soils and a lesser extent to sediments to determine the remediation goals.
  • Provides professional implementation and enforcement of state laws and regulations.
  • Negotiates and drafts (independently or as part of a team) agreed orders, consent decrees, administrative orders, and cleanup action plans that can include work to be performed and associated work schedules; e.g., remedial investigation, feasibly study and/or other cleanup actions.
  • Coordinates the formal site cleanup work in the Everett area, is the point of contact for stakeholders and the regulated community.
  • Ensures the integration of the Clean Water Act, CERCLA, MTCA and Sediments Management Standards elements into the work scope documents for the Puget Sound Initiative. 

Qualifications

Required Qualifications:

Option 1: A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND four (4) years of professional-level experience in environmental analysis or control or environmental planning.
 
Option 2: A Master’s degree in one of the above fields AND two (2) years of professional-level experience in environmental analysis or control or environmental planning.
 
Option 3: A Ph.D. will substitute for all of the required experience, provided the field of major study was in the specific specialty.

Special Requirements/Conditions of Employment: 

  • Initial 40-hour hazardous materials training followed by an annual 8-hour refresher must be obtained within first six (6) months of employment.
  • Project management training from a certified project management institute.

Desired Qualifications:

  • Working knowledge of the Model Toxics Control Act Regulation Chapter 173-340 WAC.
  • Experience with upland groundwater and surface water sampling techniques, analysis, cleanup process and remediation technologies.
  • Working knowledge of the Sediment Management Standards, Chapter 173-204 WAC.
  • Familiarly with sediment assessment and cleanup techniques, aquatic technology, sediment chemistry and biology, related testing protocols (including bioassay), sediment remediation technologies and sediment regulatory programs.
  • Strong negotiation and facilitation skills.
