This position may be eligible for telework.   The default assigned work location of all WDFW positions – both on-site and telework-eligible positions – are within the State of Washington.  Frequency of onsite work will vary based on business and operational needs.

Are you an experienced natural resource planner looking to make a positive impact for estuaries and salmon?

This position leads a team dedicated to identifying, selecting, and implementing Estuary and Salmon Restoration Projects (ESRP) in the Puget Sound.

In this dynamic role, you will work with an inter-agency team and partner with local community leaders to develop nearshore ecosystem restoration/protection and salmon recovery projects in the Puget Sound.

 

With your experience, you will be on the front line of nearshore ecosystem recovery and responsible for evaluating and selecting multi-million-dollar restoration and protection projects. You will also work with agency scientists and academic leaders in the Puget Sound community to develop cutting-edge scientific analyses developed to drive our efforts restore and repair the Puget Sound ecosystem.

You thrive on building collaboration and teamwork, working with intra and inter-agency teams, as well as local governments and nonprofits to protect and restore the Puget Sound for fish and wildlife.

 

Duties

Here is some of what you will be doing:

Estuary and Salmon Restoration Program Development: 

  • Evaluates, and revises as necessary, ESRP project selection criteria for consistency with Nearshore Project guidance. Develops strategies and recommendations for improving ESRP criteria, policies, procedures, and evaluation process. Consults with ESRP technical networks and experts in the restoration community, resulting in selection criteria that most effectively predict project benefit and execute conservation strategies so that project funds are distributed in a way that yields maximum restorative benefit. Uses feedback from the ESRP stakeholder network including the ESRP Learning Program, and the Puget Sound Partnership Leadership Council so that ESRP continues to grow using adaptive management principles.
  • Assist with program budget development including development and execution of agreements with program partners, including local governments, colleges/universities, and not-for-profit organizations and development of agency budget initiatives so that ESRP remains solvent and efficiently uses funds.
  • Work with Recreation and Conservation Observation (RCO) staff to ensure project tracking systems support program goals and policies, and develop comprehensive strategy for project data management, analysis, and reporting so that ESRP collects and disseminates data that is timely, relevant, accurate, and predictive.

Coordinates the selection of projects for funding under the Estuary and Salmon Restoration Program: 

  • Works with the interagency ESRP Team to develop project screening and scoring criteria and procedures so that ESRP ensures a fair scoring process and receives well-constructed proposals.
  • Coordinates with ESRP team to develop and implement a communication and project management plan for each grant competition so that potential applicants have early notification of funding opportunities and clear guidance on how to construct and apply.
  • Leads a multi-agency technical review team through project evaluation resulting in ranked project list so that ESRP selects the best proposals for funding.

Project and Contract Management:

  • Oversee Contracting for New ESRP Projects- develop and manage interagency agreement with the Recreation and Conservation Office for contract management of new ESRP projects. Provide technical support to RCO/ESRP manager as needed in development of contract materials and project management. For high-risk projects, develop a risk management plan so that contracts are constructed in a fair, transparent method that reduces risk to all parties involved.
  • Review project change requests, develop recommendations, and prepare necessary documents so that sponsors meet established milestones for project completion.
  • Process reimbursement requests in a timely manner so that contracted entities can complete their deliverables with no financial disruption.

 

Supervise Shore Friendly Lead:

  • Supervise an Environmental Planner 3 position responsible for the Shore Friendly program.
  • Direct and supervise the work of the Shore Friendly lead so that the program is executed in a way that aligns with other ESRP and agency priorities.

 


WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is performed almost exclusively indoors in an office environment.
    • Exposure to hazards is limited to those commonly found in government office environments.
  • Schedule:
    • Monday – Friday, 8:00 AM to 5:00 PM.
  • Travel Requirements:
    • Travel is occasionally required (primarily in-state) and includes visiting construction sites with poor access.
  • Tools and Equipment:
    • Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, copy machine, etc.).
  • Customer Interactions:
    • Frequent contact with recipients and sub-recipients of state funding, including occasional contact with those who may be angry, distraught, or frustrated.

 

Qualifications

REQUIRED QUALIFICATIONS:

  • A Master’s degree or above with major emphasis in one of the following:
    • Land use, urban, regional, environmental, or natural resource planning.
    • Landscape architecture.
    • Geography.
    • Land use or environmental law.
    • Public administration with an environmental emphasis.
    • Or closely related field.
And
  • Three (3) years of professional (paid) experience in one or more of the following:
    • Land use, urban, regional, environmental, or natural resource planning.
    • Program development.
Or
  • One (1) year of experience as an Environmental Planner 3.
License:
  • Valid Driver’s License.

PREFERRED QUALIFICATIONS:

In addition to the required qualifications above, our ideal applicant will also have some or all of the following:
  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
And
 
  • Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Or
  • Three (3) years of experience as an Environmental Planner 3.
