The City of Bellevue is currently recruiting for a Senior Engineering Technician – Drinking Water Quality for the Utilities Department. This position ensures that the City’s water supply is safe and complies with state and federal cross connection control regulations, drinking water quality monitoring, testing and reporting requirements. It is a critical position in supporting the City’s utility infrastructure, and the security thereof. It is directly responsible for implementation and administration of the city’s comprehensive Cross Connection Control Program and supports Drinking Water Quality Programs. This position also supports implementation and administration of the cities fats oils & grease, industrial waste and surface water quality programs.

• Cross Connection Control Program Administration: an inspection, certification and record keeping program to ensure that cross connections (potential sources of contamination) in the water distribution system are inspected, documented and eliminated or controlled with approved backflow prevention assemblies.
• Respond to, investigate, and resolve complex or emergency drinking water quality events that can occur in the water distribution system, such as backflow events, either individually, or collaboratively with Operations & Maintenance personnel and/or Seattle Public Utilities as needed.
• Schedule and perform cross connection issue reports and create correspondence and enforcement notices; maintain cross connection control data base.
• Review plans and permits for conformance with local, state and federal cross connection control and drinking water quality standards. Work with Engineering Plan Review, Utilities field inspectors and Plumbing inspectors to ensure standards are met before City acceptance of projects. Provide customer service in response to cross connection control, drinking water quality. Coordinate with Water O&M to identify and resolve drinking water quality problems in the distribution system.
• Develop and administer Drinking Water Quality, budgets and resources. Prepare plans and reports for manager and city management as directed.
• Identify, acquire and maintain supplies, materials and equipment necessary to conduct Drinking Water Quality programs.
• Monitor drinking water quality in the distribution system; collect samples; maintain water quality regulatory compliance data and data base, records and reports. Monitor and analyze daily and weekly water quality data ensuring compliance with federal and state standards and initiate corrective measures as necessary.
• Prepare and deliver all required drinking water quality to appropriate state and federal agencies.
• Conduct routine water quality inspections of water system facilities to ensure sanitary conditions and operations. Maintain water system sample stands.
• Maintain familiarity with current and upcoming state and federal drinking water regulations. Conduct research and development projects to improve the quality and safety of the potable water supply in anticipation of pending and future federal regulations. Coordinate drinking water quality Capital Improvement Planning, design and implementation.
• Support the Drinking Water Quality Emergency Response Plan & Procedures. Coordinate and collaborate with Operations & Maintenance on development and implementation of system security plans for water.
• Support coordination with Cascade Water Alliance, Seattle Public Utilities and surrounding water systems on water quality issues, operations, and future water supplies; attend regional water quality meetings and participate on technical committees.
• Coordinate with the Department of Health water system surveys. Coordinate reservoir and system sanitary inspections, and system flushing (cleaning) program with Water O&M. Prepare and provide comments to state and federal agencies during drinking water quality regulation making processes.
• Support the development of the annual Drinking Water Quality Report required by the federal Safe Drinking Water Act, Consumer Confidence Report Rule.
• Provide support to other WQ programs for spill response, private drainage inspection and surface water quality programs.

Education and Experience Requirements

• BS Degree in Environmental, Water Technology or related field preferred.
• Three or more year’s professional related experience in cross connection control, water quality, chemistry, or a related field.
• Experience in drinking water quality regulatory compliance preferred.
• Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Additional Qualification Criteria

• Must possess or be able to obtain within six months a Washington State Department of Health – Cross Connection Control Specialist Certification.
• Must possess or be able to obtain within six months a Washington State Department of Health – Backflow Assembly Tester Certification.
• Extensive knowledge of local, state and federal cross connection control, drinking water, and industrial waste regulations, programs, and program implementation and reporting requirements. Ability to track and report on regulatory changes and industry trends.
• Extensive knowledge of Engineering standards, plumbing codes, building codes, and fire codes as they relate to drinking water and wastewater installation and design criteria.
• Extensive knowledge of city water distribution system; knowledge of mapping techniques.. Understanding of engineering principles, design and construction. Ability read and interpret civil, plumbing, and mechanical drawings for compliance with codes and regulations.
• Ability to solve complex and difficult engineering problems accurately and consistently; ability to accurately interpret data, report data and develop reports.
• Practices of public administration; methods and techniques of effective technical report preparation and presentation; research methods and sources of information related to water quality issues; recent developments, current literature and sources of information related to water quality and administration; and pertinent federal, state, and local laws, codes, and regulations.
• Knowledge of software programs and databases used by the city for data retrieval, storage, and record keeping.
• Ability to develop and retrieve reports and perform data entry.
• Ability to communicate, document, coordinate, and perform code enforcement activities with the public, building community, and other government entities.
• Ability to manage and coordinate the work of various permanent and temporary employees.
• Must possess ability to climb tall water reservoirs and enter confined spaces in compliance with required safety regulations.
• Must be able to successfully pass a background investigation.
• Must possess a valid Washington State Driver’s license by date of hire.
• Required job hours 7:00 a.m. to 3:30 p.m.
• Position is on call for evening and weekend work/response.
