Salary– $55,872.00 – $73,260.00 Annually
Duties
Include, but not limited to:
- Provides senior-level support to program staff on manure and nutrient management, large animal composting, and water quality for livestock operations in the Eastern WA region.
- Represents and advises the Program on permit considerations for arid, irrigated agriculture in WA.
- Maintains expertise on current CAFO permit conditions, science and implementation strategies.
- Identifies barriers, regulatory gaps, and contributes to the development of new permits.
- Provides scientific and technical consultation to Program staff, and other agency staff on environmental impacts of permit conditions.
- Reviews, analyzes, develops, and recommends policies, guidelines, and regulations on composting practices, and mass composting practices for livestock mortalities statewide.
- Prioritizes, manages, tracks, and completes inspections for assigned dairies to
ensure compliance with state laws. - Completes dairy and CAFO inspections and create reports that provide expert guidance for regulated industry.
- Responds to high priority and complex threats to the environment and human health, including manure spills, runoff events, and infrastructure failures.
- Identifies, recommends, or requires appropriate mitigating actions to address water quality issues to protect human health and the environment.
- Ensures evidence and water samples are collecting in compliance with standard operating procedures, DNMP police and are defensible in court.
- Prepares and advises on appropriate enforcement to ensure compliance with state laws.
- Represents the Program by speaking at public meetings, providing Program information, and input and support for strategies that reduce impacts from dairies and permitted CAFOs to local watersheds.
- Coordinates with Conservation District and Natural Resource Conservation Service on technical issues, farm plan updates, and BMP implementation.
- Attends and presents information at watershed meetings such as watershed improvement districts, groundwater management areas, and water resource management area meetings.
Qualifications
Who should apply?
Professionals with:
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five (5) years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an ES 3 or above or two years equal to an ES 2 or above. Additional qualifying experience will substitute, year for year, for education.
OR
A Master’s degree in one of the above fields AND three (3) years of professional-level experience as required above which includes one year equal to an ES 3 or above or two years equal to an ES 2 or above.
OR
A Ph.D. in one of the above fields AND two (2) years of professional-level experience as required above which includes one year equal to an ES 3 or above or two years equal to an ES 2 or experience above.
OR
Two (2) years of experience as an Enviromnen1al Specialist 3.
In addition to the above qualifications, the following knowledge, skills, and abilities will make a candidate highly desirable:
- Compliance inspections, investigations, or administrative code enforcement
- Agronomy, and agricultural best management practices
- On-farm experience and familiarity with the dairy industry
- Livestock mortality composting
- Water quality monitoring and analysis
Nutrient management planning or consulting certifications in the area of, and including, but not limited to:
- Dairy Nutrient Management Planner
- Comprehensive Nutrient Management Planner
- Certified Crop Adviser
- Certified Professional Agronomist
