Salary- $54,108.00 – $70,956.00 Annually

What you will do:

You will be the program’s Senior Construction Stormwater Compliance Specialist within the Southwest Region. In this role, you will be a leader for the program, providing assistance to other compliance inspectors and helping facilities come into compliance with permits that protect water quality.

You’ll do this by:

  • Inspecting sites for compliance with permit requirements.
  • Responding to water quality complaints and providing technical assistance to construction projects regarding best management practices, laws, rules, and permit requirements.
  • Developing Administrative Orders for sites with known soil or groundwater contamination.
  • Reviewing Stormwater Pollution Prevention Plans (SWPPP) and analyzing laboratory data.
  • Developing inspection reports, warning letters, and recommendations for formal enforcement actions.
  • Presenting before judicial courts and boards, representing the program and agency management, and testifying at legal hearings.
  • Leading the day-to-day work of other construction compliance specialists in the region, which includes:
    • Assigning priority inspections.
    • Reviewing and correcting inspection reports and enforcement documents.
    • Instructing and assisting with proper enforcement actions and follow up.
    • Coordinating training and certification needs.
    • Overseeing the tracking and reporting of compliance and enforcement actions.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1

Nine (9) years of education and/ or experience:

  • Education: involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
  • Experience: in environmental analysis or control, or environmental planning.
Experience may include a combination of the following:
  • Responding to environmental complaints or violations.
  • Writing scientific or inspection reports or documents.
  • Explaining complex environmental rules or regulations.
  • Managing construction projects, including knowledge of best management practices.
  • Leading a team of environmental staff.
  • Field work investigations.

Option 2

  • A Bachelor’s degree involving major study in environmental physical, or one of the natural sciences, environmental planning or other allied filed.
  • Five (5) years of professional-level experience in environmental analysis or control, or environmental planning which may include experience as listed in Option 1 above.

Option 3
 

  • A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
  • Three (3) years of experience in environmental analysis or control, or environmental planning. which may include experience as listed in Option 1 above.

Option 4

  • A PhD involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
  • Two (2) years of experience in environmental analysis or control, or environmental planning. which may include experience as listed in Option 1 above.
Option 5
  • Two years of experience as an Environmental Specialist 3 at the Department of Ecology.

Desired Qualifications:

  • Certified Erosion and Sediment Control Lead (CESCL) certification.
  • Water quality sampling experience or training.
  • Experience with environmental regulatory systems.
  • Experience leading a team or complex project with multiple stakeholders.
