The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a SEA Program Floodplain Planner (Environmental Planner 3) position. This position will be located in our Headquarters Building in Lacey, WA.

The SEA Program Floodplain Planner position serves as an independent project manager responsible for guiding the development and administration of floodplain management grant programs. Grant programs include the Floodplain by Design capital program that address flood hazards while improving environmental outcomes and the Flood Control Assistance Account Program that prepares comprehensive plans to reduce risks associated with flooding.

We are looking for someone who can quickly provide expertise and consultation to floodplain policy staff, staff from other state agencies, and partner organizations in the Floodplains by Design network. We are looking for experience providing financial assistance to applicants and recipients of floodplain grants. We are seeking someone with mastery of the Ecology Grants and Loan (EAGL) system.

Duties

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and promote the wise management of our air, land and water for the benefit of current and future generations. Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.

The mission of the Shorelands & Environmental Assistance  (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains. This position supports the mission by managing the use of shoreline, wetlands, and floodplain resources in the Northwest Region

Some of the key work activities of the SEA Program Floodplain Planner position are:

  • Serves as staff to interagency committees including the ALIGN committee focused on improving coordination of grants across multiple grant programs across agencies.
  • Develops, plans and coordinates program – budget planning activities.
  • Represents Ecology on planning efforts involving federal, state, and local governmental officials on administrative policy in rendering technical assistance.
  • Develops policies, procedures, and standards of adequacy for grants planning by the agency, and by grants recipients performing planning activities over which Ecology has supervisory responsibilities.
  • Provides technical assistance and administrative guidance to recipients on grant eligibility, administration, and use of the Ecology Grants and Loan (EAGL) system.
  • Assists grant recipients with resolving audit questions and recommends course of action to resolve issues or meet contract requirements.

This position provides expertise and consultation to floodplain policy staff, staff from other state agencies, and to partner organizations in the Floodplains by Design network. This position also provides technical and financial assistance to applicants and recipients of floodplain grants.

Please note: During Stay Home, Stay Healthy, staff are working a combination of in-office and/or telework based on position and business need.

Ecology is maintaining less than maximum building occupancy, and requiring masks, health screening questions before entry, and social distancing.

Qualifications

Required Qualifications:
 
There are multiple ways to qualify for this position. See options below:

Option 1: A Bachelor’s degree with major emphasis in environmental or natural resource management or planning, socioecological or environmental social science, regional or land use planning, environmental law, environmental science, public administration with an environmental emphasis, or closely related field, and four (4) years of professional experience in regional, environmental, or natural resource planning, and/or program development.

Option 2: A Master’s degree or above with major emphasis in environmental or natural resource management or planning, socioecological or environmental social science, regional or land use planning, environmental law, environmental science, public administration with an environmental emphasis, or closely related field, and two (2) years of professional experience in regional, environmental, or natural resource planning, and/or program development.

Option 3: One (1) year of experience as an Environmental Planner 2, provided a degree as described above has been obtained.
