Responsibilities

  • Conduct scientific investigations of ecological issues in aquatic ecosystems (primarily streams).
  • Quantify the effects of natural and anthropogenic disturbances on hydrologic and riparian function and connectivity.
  • Use plot and reach-scale studies as surrogates for larger-scale processes and develop novel approaches to extrapolate measurements to the ecosystem or watershed level.
  • Make resource management recommendations to mitigate the environmental effects of drought, fire, land management activities and climate change on aquatic ecosystems.
  • Communicate, explain, and present complex scientific data to a wide variety of audiences.
  • Develop analytical, conceptual, and physical models for aquatic and terrestrial ecosystems.
  • Coordinate and collaborate with partners including university researchers, tribal groups, federal/state organizations, local and/or nongovernmental organizations.

  • Occasionally, exposure to discomfort and/or risk of encountering extreme heat or cold or hazardous work situations.

Qualifications

This is a research scientist position and is classified under the scientist career plan. Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual’s demonstrated ability to perform research of recognized importance to science and technology. Final grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position.

Basic Education Requirement for Ecology Series (0408):
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in biology or a related field of science underlying ecological research that included at least 30 semester hours or the equivalent in basic and applied biological sciences. These hours must have included at least 9 semester hours or the equivalent in ecology, and 12 semester hours or the equivalent in physical and mathematical sciences.

In addition to meeting the basic education requirement, you must also possess experience and/or directly related education in the amounts listed below.

Minimum Qualifications for GS-12 Grade Level:
One year of specialized experience at or equivalent to the next lower grade level (GS-11). Specialized experience at this level is defined as all of the following:

  • Conducting the full cycle of scientific research (including identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of manuscripts for publication, reports, presentations at meetings, demonstrations, and other appropriate technology transfer activities) from in one or more of the following areas: basic and applied research on the effects of natural processes and human activities on watershed resources including interactions between aquatic and terrestrial ecosystems; developing core knowledge, methods, and technologies that enable effective watershed management in forests and grasslands, sustain biodiversity, and maintain healthy watershed conditions; research on the responses of watershed processes to natural and anthropogenic disturbance and how watersheds can be better managed and restored to provide ecosystem services (water quality and quantity) and sustain aquatic biodiversity, AND
  • Using field-based sampling, in combination with simulation modeling, remote sensing, and advanced analysis tools such as geographic information systems and spatial statistics.

Conferred Ph.D. degree that included scientific research in areas related to the work of the position which is conducting basic and applied research on the effects of natural processes and human activities on watershed resources including interactions between aquatic and terrestrial ecosystems and/or includes coursework in areas such as atmospheric sciences, soils, forest engineering, biogeochemistry, hydrology, terrestrial and riparian plant physiology and aquatic ecology and limnology, conservation biology and fisheries.

Minimum Qualifications for GS-13 Grade Level:
GS-13: One year of specialized experience at or equivalent to the next lower grade level (GS-12). Specialized experience at this level is defined as all of the following:

  • Conducting a diversity or body of research in aquatic and terrestrial ecosystems as a Principal Investigator or project member on multiple studies that include the full cycle of scientific research (i.e. identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of presenting the findings in the form of manuscripts (for publication ), reports, presentations at meetings, demonstrations, manuscripts, and other appropriate technology transfer activities) as it pertains to: basic and applied research on the effects of natural processes and human activities on watershed resources including interactions between aquatic and terrestrial ecosystems; developing core knowledge, methods, and technologies that enable effective watershed management in forests and grasslands, sustain biodiversity, and maintain healthy watershed conditions; research on the responses of watershed processes to natural and anthropogenic disturbance and how watersheds can be better managed and restored to provide ecosystem services (water quality and quantity) and sustain aquatic biodiversity.
  • Conducting ecological and statistical analyses and modeling to explain the impact of changing conditions and climate in forest and rangeland watersheds on aquatic resources and ecosystem services at local, regional, and national scales.
  • Developing and disseminating research findings in collaboration with resource managers and planners for presentation at conferences or scientific meetings and publishing results in peer-reviewed journals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Graduate level education alone is not qualifying for the GS-13 grade level. To qualify at this grade, you must possess the specialized experience listed above.
