ECS is seeking a Research Associate to work remotely.

Job Description:
The NOAA Fisheries Office of Science and Technology, Economics & Social Analysis Division needs one individual to support the Fisheries Economics of the United States Report and related analyses. Specific duties include: 

  • Scientific Writing – Produce NOAA Technical Memorandum (e.g., Fisheries Economics of the United States report (FEUS)) and other reports, papers, and documentation. 
  • Fisheries Economics Research – Assist in developing or redesigning analyses for various fisheries economics models and products to make them more efficient and reproducible. Besides the development of the Fisheries Economics of the United States Report, other projects may include development of a national fisheries economic productivity output, national I/O model impact calculator, and Bio-economic Length–structured Angler Simulation Tool (BLAST) Model.
  • Data Management – Manage large and diverse datasets from commercial and recreational fisheries, fisheries management, and economic databases. Source these datasets from Oracle, APIs, and data managers. 
  • Data Dissemination – Facilitate responses to routine requests for product outputs and statistics which are maintained in R scripts and markdown files and produce data tables and datasets with the requested information.
  • Facilitation and support of interdisciplinary teams – Coordinate and delegate tasks across a diverse team of collaborators including data managers, collaborators, report editors, and content writers.
  • Quality Control – Check data delivered by data managers for consistency with previous results and confirm validity of analysis or report results. 
  • Analytical Documentation – Annotate code and document procedures or protocols for statistical estimations and analyses either privately for collaborators or publicly on GitHub. 
  • Analysis Development and Programming – Produce various R products including automated reports through automated R and R markdown scripts, web tools through R Shiny, and R packages. Improve code for products to be more dynamic and comprehensive for improved workflow efficiency and analysis reproducibility. 
  • Code Adaptability and Versatility – Read, adapt, and rewrite models written in other languages (e.g., SAS, STAT, python, excel). Produce outputs for MS Word and Excel users, for products requiring JavaScript data inputs, and GitHub repositories. 
  • Organize Meetings – Assist in organizing national or regional meetings on fisheries economics or social science issues.

Required Skills:

  • Expert programming in R, experience with R Markdown and R Shiny. 
  • Proficient with MS Office Suite; especially MS Excel. 
  • Fisheries, social science, and economic knowledge and background is a plus. 
  • Programming in Base SAS, STATA, Oracle, JavaScript, HTML, SQL, CSS, Git and GitHub knowledge is a plus.
