The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Remedial Project Manager/Risk Assessor (Natural Resource Specialist 4) in Portland, Oregon.

DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern); this position is in the Northwest Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!

As the lead project manager, you will manage large, technically and administratively complex environmental investigations and remedial actions. You will lead a dynamic innovative team, overseeing investigations, risk assessments and feasibility studies. You will support the agency during assessments of environmental hazards from exposure to toxic substances, with special emphasis on ecological risk evaluation and interpretation. You will use creativity, technical and managerial expertise to ensure the protection of public health while making improvements in environmental quality that directly and measurably benefit the public. You will ensure that sites are evaluated and remediated in a manner that is cost-effective and timely. Furthermore, you will serve as a technical specialist on cleanup project technical teams, reviewing risk assessments, supporting site decision making, and communicating site risks to responsible parties and to the public. What are we looking for?

Minimum Qualifications: Bachelor’s degree in toxicology, physical science, environmental sciences, or a closely related field, AND four (4) years of work experience in a physical science, environmental science, or closely related natural resource field.  Minimum of two (2) years of demonstrated effectiveness as project manager and communicator.

Candidates who are most competitive will also reflect the following:

  • Experienced and effective project managers; with demonstrated effective Project Management experience, providing primary oversight and decision making to maintain consistent progress within defined scopes, schedules, and budgets.
  • At least 2 years of experience as a toxicologist or risk assessor.
  • At least 1 year of experience performing ecological risk assessments, writing technical reports and recommendations, applying scientific and statistical methodologies, and applying environmental program rules and laws.
  • Experience monitoring data and evaluating work plans, reports, and results of remedial or investigatory activities.
  • Excellent verbal and written communication skills; skill in writing clear and concise reports describing complex industries and regulatory determinations.
  • Ability to deal diplomatically with upset or adversarial stakeholders in person and on the phone.
  • Experience presenting technical data to the public
  • Experience communicating effectively and clearly with a range of diverse internal and external stakeholders.

Working Conditions:

Some travel is required to field visits. During field activities, there could be limited exposure to unfavorable conditions, such as contaminated soil, or water. Such conditions may require the use of personal safety equipment and protective clothing. Must possess a valid driver’s license.
