Keeping Washington Clean and Evergreen

This is an exciting time in Washington as Ecology implements brand new legislation addressing climate change. You will be a part of building air quality regulations across the broad set of state and federal laws, rules, and policies. Clean air is important in every part of Washington, and the Air Quality Program’s Policy and Planning Section helps communities in our state meet healthy air goals. We work to ensure that sources of air pollution – both criteria pollutants and greenhouse gases – are appropriately and fairly regulated. The Air Quality Program (AQP) is looking to fill a Regulatory Analyst 3 position. This position is located in our Headquarters Building in Lacey, WA.

Duties

What you’ll do:

This is a fast-paced environment which includes multiple and varied responsibilities with opportunities to contribute to multiple projects. Your attention to detail, broad perspective, and the ability to manage complex projects with strong stakeholder interest are some of your strengths. Your good communication skills (oral and written) will set you up to be successful in this role.

What makes this role unique?

Your understanding of the importance and value of credible analysis as a key step in developing regulatory options is crucial in this role. You will identify places where additional information is needed and will track it down; will operate in a balanced and fair manner, relying on data and information to inform options within an assigned set of goals.
You will:

  • Analyze state and federal air regulations; consult with technical experts, and develop options and recommendations for consideration during the rulemaking process.
  • Support multiple projects and teams working to establish and launch a market-based program to reduce greenhouse gas emissions, facilitating the transitions between developing policy, rules, and laws; and implementing programs to execute them.
  • Track and communicate project objectives, tasks, schedules, and resource needs.
  • Support environmental planners and rule leads working on regulatory issues, including those affecting disproportionally impacted communities.
  • Plan and facilitate discussions about air quality regulations with a wide variety of audiences; present results of technical analyses using plain language.
  • Identify and analyze innovative, new, or updated regulatory approaches to protecting air quality in highly impacted communities, facilitating discussions to reach consensus or negotiate a path forward.
Qualifications

Required Qualifications:

To broaden the candidate pool, we will consider candidates that qualify at the Regulatory Analyst 2 and 3 levels. Please read the qualifications section below to learn more about this career growth and in-training opportunity.

At the Regulatory Analyst 3 level (Pay Range 65) Goal Class: $5,772 – $7,574 Monthly
Option 1: 

A Bachelor’s degree involving a major study in economics, accounting, business or public administration, finance, social sciences, engineering, law, environmental science, or a related field AND Four years of professional experience with a regulatory agency or research institution where a primary component of the job is research and analysis.

Option 2: A Bachelor’s degree involving a major study in economics, accounting, business or public administration, finance, social sciences, engineering, law, environmental science, or a related field AND three years doing regulatory analysis for Washington state government, one year of which must have been at the Regulatory Analyst 2 level or equivalent or two years at the Regulatory Analyst 1 level or equivalent.
 
Option 3: An advanced degree in one of the fields listed above AND three years of professional experience with a regulatory agency or research institution where a primary component of the job is research and analysis.

At the Regulatory Analyst 2 level (Pay Range 60) $5,102 – $6,691 Monthly
Option 1:

A Bachelor’s degree involving a major study in economics, accounting, business or public administration, finance, social sciences, engineering, law, environmental science, or a related field AND Three years of professional experience with a regulatory agency or research institution where a primary component of the job is research and analysis.

Option 2: An advanced degree in one of the fields listed above AND two years of professional experience with a regulatory agency or research institution where a primary component of the job is research and analysis.
Option 3: Two years of experience as a Regulatory Analyst 1, as long as the degree above has been obtained.
Option 4: One year of experience as a Regulatory Analyst 1, as long as an advanced degree in one of the fields listed above has been obtained.
