The Puget Sound Partnership is a non-regulatory state agency leading the region’s collective effort to restore and protect the Puget Sound natural ecosystems. We are also one of the Executive Cabinet agencies under Governor Inslee’s Office. Position Details
This full-time unrepresented position is exempt from civil service law. Within the organizational chart, this position is a member of the External Program Division and reports to the Puget Sound Recovery Integration Manager.

The Puget Sound Recovery Strategist (PSRS) represents the agency in external venues and functions to influence the work of partners (local, state, federal, tribal, business). The position fosters specific actions and identifies and focuses resources to accelerate ecosystem recovery implementation. The PSRS is responsible for promoting the potential of local recovery partners to advance local priority work for ecosystem recovery by working towards supporting process improvements and applying targeted support working with local, tribal, and regional partners in alignment with the Action Agenda, salmon recovery plan, and environmental justice strategies.

Work Location
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.
 
All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week or for a specific number of hours monthly, including this position. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Travel throughout the Puget Sound area occasionally will be necessary, and you may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. The Partnership offers a few available agency vehicles for all staff when traveling to meetings, conferences, or other work-related events that are not part of the employee’s regular commute. Use of the available vehicle and a gasoline card and electric vehicle charge card for fueling is at no cost to the employee.

Salary
The annual starting range of compensation for this position is between $71,500 – $79,000 depending upon qualificationsThe full position salary range for is $71,500 – $86,500. The hiring supervisor can negotiate employment offers with candidates within the boundaries of the starting salary range based on a formulaic approach. The full position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur.

The expectation of this position’s starting appointment date is as soon as possible and no later than 60 days from the acceptance date of an employment offer from the Partnership. 

 

Duties

Some of what you will do includes:
 Topical Leadership:

  • Lead key aspects of collaborative work for implementing the Action Agenda and the Puget Sound Salmon Recovery Plan. 
  • Lead strategic thinking and conversations with agency, state, federal, tribal, and local partners to advance ecosystem recovery work in assigned restoration topics. 
  • In collaboration with partners, develop recommendations and solutions for effective barrier removal for specific regional restoration topics and identify and address gaps to restoration efforts, or other ecosystem recovery initiatives. 
 
Local Partner Collaboration:
  • Advise and support regional recovery colleagues in local engagement and partner collaboration for specific projects 
 
Effectiveness and Adaptive Management:
  • Build pathways to plan and create policies that improve communications, joint efforts, and involvement across local partners, Partnership programs, and other state and federal agencies and actors in the ecosystem recovery community.
  • Strengthen the local ecosystem recovery structures by broadening involvement and participation in other sectors, communities, and interests
  • Assess, scope, and lead work that serves local partners in overcoming priority barriers to or addressing gaps in achieving ecosystem recovery.
  • Integrate the needs identified by local partners into regional priorities and strategize how to meet them on a case-by-case basis and throughout the recovery system.
  • Develop or recommend policies for local implementation of the Action Agenda for agency leadership review that guides contractor, individual, programmatic, agency, and inter-agency action in service to Puget Sound ecosystem recovery.

General Engagement:
  • Implement Environmental Justice initiatives in local engagement for ecosystem recovery.


 

Qualifications

Required Education, Experience, and Competencies:

  • Master’s degree in natural resources management or related field; AND
  • At least one (1) year of professional experience.
OR
  • Bachelor’s degree in natural resources management or related field; AND 
  • At least three (3) years of professional experience. 
OR
  • Associate’s degree with a focus on natural resources management or related field; AND
  • At least five (5) years of professional experience. 
OR
  • At least seven (7) years of professional experience in natural resources management or lived experience equivalent to competencies in natural science, natural resource planning-related field. (e.g. expertise developed from Tribal, Native, and Indigenous knowledge and practices, etc.)

Additional Required Qualifications:
  • At least one year of experience leading or facilitating external working groups toward inclusive collaboration (may be counted within overall experience).
  • Demonstrated ability to manage conflict successfully and equitably by considering multiple perspectives which may conflict with one’s own.
  • Able to work cooperatively and build relationships with a diverse group of agencies, Tribal communities, governments and stakeholders, scientists, planners, local jurisdictions, practitioners, and policy makers.
  • Commitment to justice, diversity, equity and inclusion efforts.
  • Strategic thinker, with the ability to provide critical analysis of plans and processes and provide timely, well considered recommendations.
  • Knowledge of ecosystem-based management.
  • Knowledge of federal, state, and regional funding programs and annual/biennial funding cycles.
  • Able to work effectively both independently and as part of a team.
  • At least one year of experience working with local jurisdictions or tribes leading to general understanding of roles and the interrelationships between local, county, regional, tribal, state and federal entities.
  • Experience with adaptive management and natural resource planning.
  • Commitment to advancing equity and inclusion initiatives.

  • Permanently reside in Washington state throughout employment and available to report in person at Puget Sound agency offices and meetings on a weekly basis. If the successful candidate is currently living outside of Washington, relocation must occur within 30 days of the appointment date. 

Preferred Education, Experience, and Competencies:
  • Two years of experience working with local ecosystem recovery project sponsors, Local Integrating Organizations, or Lead Entities.
  • Experience in natural resource monitoring.
  • Familiarity with key areas of Puget Sound ecosystem recovery (ex. water pollution prevention, shellfish ecology, green infrastructure, nature-based solutions, and/or climate change science, market-based funding mechanisms, federal and state natural resource regulations).
  • Knowledge of the Puget Sound Action Agenda and Implementation Strategies.
  • Familiar with tribal treaties, federal and state policy and history of tribal relations, tribal government structures and natural resource issues as they relate to tribal rights.
  • Familiarity with state legislative process.
  • Experience in contract management.
  • Familiarity with Washington salmon recovery and the Puget Sound Salmon Recovery Plan.
