Position Details
This full-time unrepresented position is exempt from civil service and a member of the Science and Evaluation Division.
What does “EMS” mean? Exempt Management Service (EMS) is the term used to identify positions exempt from state civil service law. These positions do not have the same rights as classified positions. What does exempt from state civil service law mean?
Salary
The annual starting range of compensation for this position is between $73,840 – $81,420 depending upon qualifications. The full position salary range for is $73,840 – $89,000. Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach. The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.
CONDITIONS OF THE WORKING ENVIRONMENT:
- Begin your appointment no later than 90 days of accepting an employment offer with the Partnership.
- Occasionally travel throughout the state, which may include overnight stays, as required, while performing the duties of this position.
- Report for in-person work in group settings or for in-person work at an office building in Olympia, Tacoma, or/and Seattle at least once a week or 32 hours per month. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise.
- Permanently reside in Washington state and available to report in person at Puget Sound agency offices and meetings as directed. If currently living outside of Washington state, be able to relocate to Washington state within 30 days of the appointment date.
- Work indoors, at a desk/workstation the majority of a workday, in an open office environment with possible conversation and other noise distractions.
- Work in a tobacco-free, drug-free, and alcohol-free environment.
- Work a 40-hour work week (A flexible work schedule may be considered upon request and supervisory approval, after an initial review period).
- Occasionally work in excess of 40 hours per week and/or to adjust normally scheduled hours, which may include evenings and weekends, to meet program needs and critical deadlines.

Duties
-
As the PSEMP Coordinator, you’ll be working at the nexus of collaboration, monitoring, and communication. This role does not just manage contracts that provide critical capacity to the coordinators in the network, but it also fosters relationships and supports PSEMP’s priority to connect between different organizations, monitoring, and project efforts.
Some of duties include:- Lead the coordination, facilitation, and communication support of the monitoring network, including managing contracts.
- Lead procurement and interagency agreement processes for new and renewing contracts and provide guidance to PSEMP Manager to inform spending plan for the PSEMP budget.
- Lead and facilitate cross-Program efforts, including cross-work group and subcommittee meetings, and lead communication and connection efforts to the broader program.
- Assist in planning and preparing for bimonthly PSEMP Steering Committee meetings. Arrange for meeting logistics and development and distribution of meeting summaries.
- Lead the process of drafting initial materials, and/or providing review and revision of materials.
- Identify, develop, and implement solutions that improve the usability and relevance of PSEMP data and products for recovery-related decision-making. Identify critical information needs and develop content derived from work groups, for use in multiple communication modes to meet information needs of priority audience(s) (e.g. content for website, program and project factsheets, presentations).
- Lead process to maintain, update, and improve PSEMP information management systems and web content, including contract management for associated contracts.
- Support the process of soliciting for, evaluating, and managing Monitoring to Accelerate Recovery projects.

Qualifications

Required Education, Experience, and Competencies:
- A minimum of three years professional experience in ecosystem, environmental, or conservation science.
- Experience managing interdisciplinary program(s) or complex project(s).
- Experience engaging, coordinating, and facilitating interactions and decision-making processes among groups of people with diverse perspectives, cultures, and expertise.
- Experience in effective multi-mode communications of scientific or technical information to agency staff, stakeholders, and the public.
- Data and information management practices to support coordination, collaboration, and communication among data producers and data users.
- Ability to work cooperatively and effectively with a diverse group of agencies, governments and stakeholders, scientists, planners, practitioners, and policy makers.
- Ability to work effectively both independently and as part of a team.
- Ability to efficiently navigate complex systems of people, information, and technical tools, and explore and propose novel solutions, including technological ones.
- Skilled in facilitation of multi-party processes and meetings that cover a range of technical and policy-related topics.
- Substantive knowledge of current developments and directions in ecosystem monitoring and assessment, especially as they apply to large-scale ecosystem recovery and natural resource management.
Preferred/Desired Education, Experience, and Skills:- A Master’s degree, equivalent degree, or Ph.D. in a field involving environmental or ecosystem science
- Five years of experience leading or coordinating a multi-agency, collaborative monitoring program or project including data collection, data management, and reporting.
- Substantive knowledge of the issues in which the Puget Sound Partnership is involved.
- Substantive knowledge of the Salish Sea ecosystem, the stressors and pressures that influence it, and the programs and information sources that inform its recovery.
- Proficient in promoting and applying best practices for adaptive management.
- Skilled in data management, analysis, and synthesis, including spatial data and tools.
- Skilled in science communication (e.g. science journalism, data visualization, design).
- Design of scientific investigations, including development of data quality objectives and other elements of quality assurance project planning.
- Program Administration: Ability to develop and oversee a portfolio of projects, including developing and managing budgets, grants and contracts.
- Understands government operations in natural resource related areas and the organizational and political climate for decision making.
- Familiarity with human dimensions of natural resources or natural resource management.
- Understands the Open Standards for the Practice of Conservation; understands the Partnership’s adaptive management taxonomies and tools; can apply these tools.
