The Public Records Analyst & Compliance Specialist contributes to WDFW’s mission by fostering public confidence through transparency and ensuring that the public has timely access to relevant information. 

This is an opportunity to facilitate agency-wide compliance with the Public Records Act (PRA) while mitigating legal risk and improving compliance efficiency for complex public records requests.

Picture yourself as a senior level subject matter expert on the WDFW public records request processes.

The optimal candidate has knowledge of the Public Records Act (42.56), Records Act (RCW 40.14), confidentiality requirements, attorney-client privilege/work-product, agency policies and the Ethics in Public Service Act.

Duties

Our Public Records Analyst & Compliance Specialist

  • Conducts and coordinates agency-wide analysis, search and compliance for public records requests.
  • Receives and interprets public records requests from public and private citizens for the Agency.
  • Works with the Public Records Officer to design response and appropriate workflow and search for complex or high-risk public records requests.
  • Consults with affected programs to provide advice and guidance on PRA compliance.
  • Conducts public records reviews to ensure quality and adequacy of search and records production in response to public records requests.
  • Provides individual training to Program Records Coordinators on Agency process and systems.
  • Reviews program-level forms and analysts’ records productions for quality, relevance, and consistency.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is generally performed in an office setting – this position requires extensive computer use and sitting.
    • Teleworking options are available.
  • Schedule:
    • This position normally works 8:00 a.m. – 5:00 p.m., Monday – Friday.
    • Occasional weekend and evening work might be required depending on workload.
    • Overtime may be required on short notice.
  • Travel Requirements:
    •  Infrequent travel may be required throughout the State.
  • Customer Interactions:
    • Quality customer service is integral to success in this position.
    • Frequent interaction with members of the public and with WDFW staff.
Qualifications

REQUIRED QUALIFICATIONS:

  • High School Diploma

AND

  • Two years of experience with public records requests or discovery for large organizations or government agencies.

          OR

  • Associates Degree or Bachelor’s Degree may substitute, for up to ONE year of the required experience with public records requests or discovery.

Must have the ability to:

  • Maintain confidentiality while working with sensitive and personal information.
  • Obtain Level 2 CJIS certification.
  • Solve problems, consider different perspectives, and find new, creative ways to accomplish work.
  • Make quick decisions and provide guidance to staff statewide using advanced expertise in the interpretation of statutes and regulations.
  • Adapt easily to changing needs, conditions, and work responsibilities.
  • Adjust approaches, goals, and methods to achieve successful solutions and results in dynamic situations.

All applicants must have working knowledge of:

  • Written and oral communication skills including clear and professional memorandums, emails, letters and other correspondence to the public, staff and legal counsel.
  • Strong understanding of a State Public Records Act.
  • Proficiency with computer software programs, including Word, Excel, Access Database, SharePoint, Outlook, and the ability to maintain databases.

PREFERRED QUALIFICATIONS:

  • Associates Degree or Bachelor’s Degree.
  • Experience with Adobe Pro or equivalent review and redaction software.
  • Dedicated experience performing legal analysis.
  • Experience conducting legal research, analyzing policies, laws, rules, or regulations.
  • Ability to conduct proactive and defensible electronic record searches leveraging Boolean search parameters.
  • Strong understanding of the Washington State Public Records Act (RCW 42.56).
