Job Summary

Responsible for policy and legislative research and analysis, data analysis, advocacy, coalition work and effective communications. Leads issue areas as assigned, by conducting policy analysis, strategy development and execution, and catalyzing of stakeholder partners.

Essential Functions
  • Conducts research and assists in preparation of policy proposals, messaging and advocacy strategies. Provides team, lobbyists, leadership, CHCs with timely research, analysis, written materials and briefings on relevant issues. Represents organizations at coalition meetings or other stakeholder forums, often in a leadership role.
  • Tracks pending legislation as it moves through the legislative process, including assisting with triaging new bills, maintaining a detailed database and legislative calendar, and coordinating policy team hearing schedule and meetings during the legislative session. Provide recommendations to leadership, lobbyists, and CHCs on bill issues.
  • Analyzes state budget proposals to determine impact on health care and public programs, including detailed tracking of budget development throughout the legislative process. Provide recommendations to leadership, lobbyists, and CHCs.
  •  Takes lead on policy and goals that advance health equity. Contributes subject matter expertise on equity, social risk factors, social determinants of health, and population health both inside the organization and with external partners.
  • Supports policy strategies related to telemedicine, eligibility and enrollment issues, including providing research, drafting positions, strategies and messaging, cultivating relationships and some lobbying.
  • Collaborates with stakeholders and relevant agencies on various issues, including select Medicaid and health plan issues.
  • Analyzes, influences, and responds to select new federal and state regulations.
  • Assists the organization in implementing new rules, regulations and policies, including securing clarifications or necessary adjustments from regulatory bodies.
  • Tracks, responds to, informs, and leverages the Association of Community Affiliated Plans, Health Plan Alliance and National Association of Community Health Centers.
    • Exempt – Employees are expected to report to work as scheduled, participate in all assigned meetings, and meet established performance and accountability standards.

Qualifications

Education
  • Bachelor’s degree in Political Science, Public Policy, Public Affairs, Public Health, or Health Administration, or related field; or an equivalent combination of education and highly relevant experience required
  • Master’s degree in Political Science, Public Policy, Public Affairs, Public Health, or Health Administration, or related field preferred.
Experience
  • Minimum two (2) years’ experience in state and federal health policy required. Where applicable, this experience requirement will be in addition to the experience equivalency referenced in the above education section
  • Minimum two (2) years’ experience analyzing legislation, state budgets and public policy research
Employment Eligibility
  • Complete and successfully pass a criminal background check
  • Has not been sanctioned or excluded from participation in federal or state healthcare programs by a federal or state law enforcement, regulatory, or licensing agency
Knowledge, Skills, and Abilities
  • Demonstrated understanding of the state and federal legislative process, including budget and bill development.
  • Demonstrated understanding of Medicaid, Medicare, Basic Health and other government programs.
  • Strong budgetary and policy analysis skills.
  • Able to maintain effective partnerships with public and private sector partners.
  • Excellent oral and written communication skills, including an ability to clearly translate and communicate information and analyses for various audiences.
  • Strong organizational and project management skills, as well as a demonstrated attention to detail.
  • Ability to maintain a professional demeanor and maintain confidentiality while working with various groups of people with strong and differing opinions.
  • Highly self-motivated and able to logically solve problems with little supervision.
  • Demonstrated ability to work both independently and as part of a team.
  • Ability to multi-task, work under pressure and adapt to change.
  • Able to produce high-quality work and meet deadlines under pressure and time constraints.
SENSORY/PHYSICAL/MENTAL REQUIREMENTS
Sensory*:
  • Speaking, hearing, near vision, far vision, depth perception, peripheral vision, touch, smell, and balance.
Physical*:
  • Extended periods of sitting, computer use, talking and possibly standing
  • Simple grasp, firm grasp, fine manipulation, pinch, finger dexterity, supination/pronation, wrist flexion
  • Frequent torso/back static position; occasional stooping, bending and twisting
  • Some kneeling, pushing, pulling, lifting and carrying (not over 25 pounds), twisting and reaching

Mental:

  • Frequent decision-making. Ability to gather and assess data, determine appropriate actions, apply protocols and knowledge to unique situations, problem-solve and provide consultation.

WORK ENVIRONMENT

Office environment with frequent environmental exposure to low-grade radiation from computer monitors; fast paced with frequent interruptions.
