JOB DESCRIPTION: These Project/Program Manager II positions are full-time career service positions in the Capital Strike Team and High Priority Capital Team in the River and Floodplain Management Section within the Water and Land Resources Division and will be responsible for coordination with both internal and external stakeholders.  The  teams are composed of river engineers, scientists and planners tasked with designing and implementing river and floodplain management projects on behalf of the King County Flood Control District.  These positions will involve coordination of planning, permitting and analytic work.  These positions will collaborate with other program staff including engineers, ecologists, real estate and maintenance staff for all aspects of projects from concept development through feasibility, design, acquisition and relocation and/or demolition of structures. These positions will require skill and precision in verbal and written communication, presentations, and tracking of project details and deadlines. One position will be assigned to the Capital Strike Team, and one to the High Priority Capital Team, and there will be opportunities to work across the County supporting the overall River and Floodplain Management program. Both teams are dedicated to upholding the goals and vision in the King County Equity and Social Justice Strategic Plan in our work, workplace, and in community outreach and education.

WORK LOCATION: These positions will work remotely. There will be an expectation to travel to various worksites throughout King County as needed for your work.  A laptop will be supplied by King County.

WORK SCHEDULE: These full-time positions work a 40-hour workweek. They are hourly positions governed by the overtime provisions of the federal Fair Labor Standards Act and/or the Washington State Minimum Wage Act. They are eligible for overtime pay or compensatory time accrual with prior approval.

• Develop, manage, and monitor project management documents and initiate and manage project management processes including scope of work, schedules, cost estimates, reporting and monitoring for flood damage repairs and capital projects, consultant and construction contracts.
• Assist with scope and budget development for consultant contracts and programmatic activities. Monitor scope, schedule, and budget of contracts and programs and report results.
• Coordinate with internal King County staff from multiple disciplines to work collaboratively on river and floodplain management issues.
• Support lead staff with development and submittal of permits for capital projects in the riverine environment.
• Support landowner outreach and negotiations to acquire properties or easements necessary for construction of flood damage repairs and capital projects. Support project team members in public outreach, landowner interactions and assist with permit applications.
• Support the preparation of monthly/quarterly work program and/or budget reports.
• Draft external and internal correspondence for managers on floodplain management and flood hazard risk reduction activities.
• Participate in flood warning and emergency response programs and activities in support of King County’s Flood Warning Center operations during flood events.

• Bachelor’s degree in environmental science, natural resource management, planning, business, economic or related field, and/or the equivalent of at least two years of increasingly responsible program and project management work that is applicable to the primary job functions of this position.
• Proven success working in complex, multi-party natural resource planning efforts with a demonstrated knowledge of interjurisdictional governance, public planning processes and resources management.
• Proven ability to work effectively as a team member to coordinate accomplishment of specific tasks.
• Demonstrated ability to communicate effectively, both in writing and verbally, on technical and policy issues related to floodplain management with varied levels of staff, consultants, business and professional groups, citizens and landowners.
• Ability to deal tactfully and courteously with diverse groups of individuals, including government officials, the public, community groups, and  colleagues.
• Demonstrated success utilizing project management skills, including developing scope, schedule and cost tracking, and managing projects through to completion.
• Knowledge of the methods and techniques utilized in the production and presentation of written and graphic material.
• Basic proficiency using spreadsheet and database software, such as Microsoft Excel.

DESIRABLE KNOWLEDGE, SKILLS & ABILITIES:

• Experience and knowledge of river and floodplain management.
• Experience with website development, database development, and/or Geographic Information Systems (GIS).
• Project Management Professional (PMP) certification.

WORK ENVIRONMENT: Work is primarily performed remotely, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities is mandatory and typically involves work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays. Heavy workloads, deadline pressure, and interruptions due to changing priorities are not uncommon.

PHYSICAL REQUIREMENTS: These positions require the ability to participate in physical site inspections and evaluations during times of inclement weather. There is often a need to walk on uneven terrain for extended periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and dynamic conditions in the outdoors.

NECESSARY SPECIAL REQUIREMENTS: A valid Washington State Driver’s License and the ability to travel throughout King County in a timely manner.
