The Office of the Waterfront and Civic Projects (OWCP) is responsible for delivering Waterfront Seattle, a multi-year effort to transform Seattle’s central waterfront, building a new surface street, Alaskan Way, which will move traffic north and south as well as provide important access to downtown. More than 20 acres of new parks, trails, and public space will be created along Elliott Bay; with new connections from Pike Place Market, First Avenue, and Pioneer Square, it will be easier to get to the waterfront from downtown. There will be a continuous public promenade, extending along the shoreline from Pine Street through Pioneer Square, with spaces for walking and biking, new trees and landscaping, and places to grab refreshments, play, or just sit back and enjoy the views of Elliott Bay. OWCP also manages and coordinates other interdepartmental Civic Projects as assigned by the Mayor.
Position Overview:
This position will serve as Project Manager (under the City classification title Strategic Advisor 2- Engineering & Plans Review) for the design and/or construction of one or more key elements of the Waterfront program. Each of these elements comprises a major capital project. The project manager will develop and manage project scope, schedule, and budget, and oversee City and consultant engineering design efforts, administer consultant and/or construction contracts, and coordinate design review across multiple City divisions and departments, and support permitting of projects across County, State and Federal agencies. The Waterfront program is a highly visible and complex program that requires close communication and partnership external partners and stakeholders, multiple City departments and other public agencies, organizations, contractors, and the public. This position requires extensive knowledge of and demonstrated experience in project management, engineering, architectural, or construction design principals, practices, and procedures and the ability to work in a fast-paced, highly dynamic team environment. - Propose, develop, review, analyze and implement transportation, environmental and engineering solutions for large and complex capital projects.
- Engage as part of a larger project management and discipline lead team to ensure holistic project approach which supports the goals of the entire Waterfront Program.
- Manage and lead a multi-disciplinary team to fully develop and deliver capital improvement projects on time and within budget.
- Lead meetings to determine and/or revise program plans and project scopes, as necessary.
- Prepare, negotiate, and administer consultant, interlocal, and interdepartmental agreements.
- Represent the Office of the Waterfront and Civic Projects before elected officials, other public agencies, review boards (i.e. Seattle Design Commission, Historical Preservation Boards), relevant permitting agencies, stakeholders, and the public.
- Develop and actively manage schedules for design and construction, monitor and coordinate activities of contractors, consultants, committees, community organizations, and users during construction.
- Coordinate review of design and construction work performed by consultants and contractors.
- Monitor and evaluate project construction and costs to track progress and ensure compliance to specifications and budgetary restrictions.
- Review and process change orders. Manage scope, schedule and budget during construction and lead the design support services work effort; provide for tight review of construction changes in efforts to ensure design integrity remains intact Verify accuracy of product and service invoices and project accounting.
- Coordinates project closeout and budget reconciliation and evaluation.
- Qualifications

Minimum Qualifications:
- Experience in project management in the related body of work, construction management, or related field.
- Position requires extensive knowledge of and demonstrated experience in principles, practices, and procedures related to project management, architecture, construction, or engineering/design.
- A bachelor’s degree in Engineering, Architecture, Urban Planning, Construction Management or related field.
OR: A combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class.
- Current Washington State driver’s license or evidence of equivalent mobility.
Successful Candidates in this body of work will also have:
- Five (5)+ years of project management experience for large, complex, multi-disciplinary transportation capital projects.
- Three (3)+ years of experience working with elected officials, highly engaged and influential stakeholders, members of the public, private organizations and public agencies in a fast-paced and highly dynamic team environment.
- Experience negotiating contracts, interlocal, and other agreements.
- Experience with project management and architectural/engineering design software.
- Ability to effectively work in a multi-cultural workplace with a diverse customer base.
Work Environment/Physical Demands:
- Most work is performed in a normal City work/office environment.
- Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
- May be required to lift over 50 pounds.
- May be required to stand, walk, or bend for extended periods of time.
- May be required to work nights, evenings, weekends, and/or holidays. Overnight travel may be required.
