About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers (USACE), Directorate of Civil Works.

Mission: The Civil Works programs include water resource development activities including flood risk management, navigation, recreation, and infrastructure and environmental stewardship. Our mission also includes emergency response.

The actual duty station MAY BE negotiated upon selection. Salary will vary depending on duty station location.

Responsibilities

  • Serves as a Senior Program Manager for a multi-billion-dollar Civil Works Water Resources Planning and Aquatic Ecosystem Restoration (AER) Program.
  • Leads the enterprise to coordinate and implement policy and recommendations for the AER Civil Works Program to accelerate the lifecycle delivery of water resource projects.
  • Incumbent have expert in one or more areas: Flood Risk Management, Commercial Navigation, Ecosystem Restoration and Environmental Resources, Asset Management, Regulatory, Water Supply and Conservation, Recreation and other Water Resources Programs.
  • Serves as Business line manager with responsibility of providing budget submittals and reprogramming of funds for repair of USACE facilities damaged by stormed events.
  • Incumbent will work in conjunction with other functional elements during budget/work plan development and in defending budget.
  • Applies extensive knowledge of project and program implementation and execution practices and processes to advise other functional areas of policy and guidance changes.
  • Interfaces both internally and externally with USACE, Office of Assistant Secretary of Army (OASA), Office of Management and Budget (OMB) and other Federal agencies to ensure activities and guidance is consistent with business practices and laws.
  • Participates in and develop briefings to USACE leadership, OASA, Congress, OMB and other Federal agencies representing the Civil Works program
  • Serves as a consultant to USACE staff and FOAs on complex Civil Works policies by sponsoring/directing webinars, workshops, seminars, lesson learned and other mechanisms.
  • Represents USACE on interagency committees, task forces, working groups to develop major national interagency programs in the areas of planning and policy and aquatic ecosystem restoration.
  • Evaluates USACE implementation of the Planning and Aquatic Ecosystem Restoration projects and program and execution of the overall mission.
  • Develops testimony on Civil Works policy and process improvements in cooperation with others, the Office of Chief Counsel, other elements of USACE, and other Federal agencies.

Travel Required

Occasional travel – Temporary Duty (TDY) or business travel is 10% of the time to discuss policy issues on a multi-billion dollars Civil Works Water Resource and Regulatory Program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying expert knowledge of policies affecting the planning for the Aquatic Ecosystem Restoration and related Civil Works Water Resources programs; mastery of the Civil Works budget process and laws and regulations allowing reprogramming of funds; and serving as a recognized expert within the field of Aquatic Ecosystem Restoration and planning development and policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
