The Production Ops GIS Application Support IT Manager leads a team of GIS support engineers for production in-house built and vendor provided platform and applications in a fast-paced environment. This GIS application support team is responsible for responding to level 2 application incidents, managing vendor engagements, server application installations, upgrades and patches. Responsibilities specific to this position also include setting team goals, managing, monitoring and reporting staff performance. Additionally, this position manages escalations and prioritization of incoming requests and workload, provides customer and cross-team communication, and participates in the development and lifecycle plans for the team’s application portfolio.
This is a leadership position which will have authority and accountability for operations, budget, and
personnel. The position will work with business customers, senior leadership, cross departmental teams, virtual/matrixed teams and highly technical staff to deliver solutions that meet strategic needs. A very close working relationship with King County Spatial Services, GIS Software Engineering and the Data Service is required to ensure the most effective GIS service and support is provided.King County Department of Information Technology (KCIT)

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team. Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.Questions

- Manages, leads and participates in the delivery of software solutions
- Continually drives improvements in system performance, ensures thorough testing of modifications, and writing of operation support instructions for various systems.
- Manages team members in the performance of application operations & maintenance and error detection/correction.
- Participates in incident management process, managing incidents and communication to business and senior management.
- Works collaboratively with senior management and advise staff of strategic technology direction, as well as providing strong recommendations for improvements in current environment
- Participate with the other Production Operations Managers in After Hours Support escalation and rotation of duties
- Manages support staff and resources including any outsourced resources. Provides timely feedback, coaching, and other communication. Manages development of all team members as appropriate. Performs formal performance reviews with all staff on at least a quarterly basis.
- Working with each direct report, develop a career path/employee development plan and appropriate training opportunities. Provide regular progress checks.
- Recommend hiring and disciplinary action to management
- Develop and implement industry standard metrics to measure and reflect current workload and overall team performance
- Experience, Qualifications, Knowledge, Skills

- At least 5 years of demonstrated experience leading or supervising technical staff, setting performance expectations, developing performance measures, providing coaching and feedback.
- At least 7 years demonstrated experience in application support and development.
- Excellent execution skills. Ability to achieve results and progress. Creativity and resourcefulness to get results.
- Strong leadership skills to include driving for results, communicating with all levels of management, exceptional presentation skills, risk management, stakeholder management, requirements management, problem solving and scope management.
- Ability to quickly understand business drivers and processes to gain credibility with business leadership.
- Ability to build effective teams; create strong morale and spirit amongst all team members.
- Ability to develop training plans for direct reports, cross-training staff by conducting frequent discussions around career growth, personal goals and performance.
- Ability to navigate complicated sets of challenges with limited information and can cope with change and handle many things at once. Has the ability to make decisions without having the total picture and is looked to for direction when needed.
- Ability to comfortably delegate routine and important tasks and decisions where appropriate.
- Demonstrated ability to identify process gaps, suggest solutions, and produce tangible outcomes.
- Demonstrated ability to communicate orally or in writing; including the ability to communicate complex technical information to a non-technical audience.
- Demonstrated positive attitude towards peers and leadership, learns from mistakes made, seeks feedback and is open to criticism, is easily coachable.
Desirable Qualifications
- Familiarity with CJIS and HIPAA requirements
- Solid understanding of the Systems Development Life Cycle.
- Experience with ITIL
