This position is with the Oregon Department of Fish and Wildlife (ODFW) located in Salem.

Provide collaborative services related to payroll and payables and provide management and staff with technical assistance in the interpretation of state laws, rules, regulations and fiscal policies and procedures.

What you will do:

Manage and Direct the Department’s Centralized Payroll Services:

Ensure fiscal accountability, accuracy, timely processing and process improvement in a confidential manner while providing the highest levels of customer service. Analyze, recommend and develop internal policies and procedures. Responsible for researching, implementation and maintenance of the Agency’s electronic time keeping system. Review and monitor monthly reports and ensure that exception reports, overpayments, and other related actions are processed timely and accurately. Ensure work completed by the team complies with federal and state laws, policies, and collective bargaining agreement.

Manage and Direct the Department’s Centralized Accounts Payable Unit:

Ensure fiscal accountability, accuracy, and timely processing while providing the highest levels of customer service. Apply technical accounting methods and controls to assure the timely and accurate processing of accounts payable and payroll. Verify, review and approve monthly and annual payroll reconciliation and adjustments. Provide guidance to Agency staff on appropriateness of expenditures and compliance with administrative rule, the Oregon Accounting Manual, the Oregon State Payroll System manual and ODFW policies and procedures. Direct the reconciliation of accounts, approve corrections, and resolve accounting and technical system errors. Implement changes to eliminate future reconciliation problems stemming from systems, processes, policies or procedures.

Responsible for Oversight of the Agency SPOTS Card Program:

Develop agency-specific policies and procedures governing the issuance, security, and use of agency SPOTS cards. Ensure annual periodic reviews of the agency’s SPOTS Card program are done to determine it is operating appropriately according to guidelines set forth in state and agency policies and procedures. Initiate action whenever abuse or fraud is detected or suspected.

Supervise, manage and direct 10 staff

Assign and review work. Evaluate performance. Resolve personnel problems, complaints, and formal grievances at the first level. Discipline and reward employees and counsel employees in work related activities, professional growth, and career development.

Working Conditions

• Work is primarily conducted in a typical office environment involving use of computers and other standard office equipment. Work is completed under tight timelines and strict quality control expectations.

• Regular consistent attendance is an essential function for all positions within the Administrative Services Division.

• Occasional lifting of boxes weighing up to 50 pounds.

• Occasional travel is necessary.

• Works a professional workweek, with frequent night and weekend work (optional-based on position). Position is not eligible for overtime.

Criminal Records/DMV Check
Applicants are subject to both a criminal history and motor vehicles check. Out-of-state finalists will be required to present a current certified driving record for review to be considered for the position. Be prepared to obtain as soon as possible. You are expected to provide the out-of-state certified driving record before an offer can be made unless extenuating circumstances exist. We are seeking applicants who meet the minimum qualifications and have the following skills and experience:

Minimum Qualifications: (This experience must be demonstrated in your application)

• Five years of experience in supervision, staff-technical, or professional-level work related to Payroll. One year of this experience must have included supervision and management of a program, section, or unit which included one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, or d) budget preparation; OR

• Five years of experience in supervision, staff-technical, or professional-level work related to Payroll. One year of this experience must have included program/project leader responsibility involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, or d) monitoring and controlling or preparing a budget.

NOTE: A Bachelor’s degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience, but will not substitute for the one year of specialized experience.
