The Washington Department of Natural Resources (DNR) has an exciting opportunity in the Forest Resilience Division’s Prescribed Fire Program. The DNR’s Prescribed Fire team is seeking motivated individuals to support our statewide efforts in our Cross Boundary Prescribed Fire Program – experts in fire and forestland management, working with all agencies and landowners to deliver critical funding, tools, resources, educational opportunities, and more.

The Forest Resilience (FR) Division works across all lands and in the interest of all Washingtonians to sustain and increase the health and resilience of our forests and local communities and the values forests support for the well-being of people, communities, wildlife, and landscapes today and into the future. Specifically, the Division is responsible for the assessment, planning, coordination, and/or implementation, and monitoring of forest health-related activities across all lands that work to restore and sustain ecological functions of Washington’s forested landscapes.

The Forest Resilience Prescribed Fire Program is an integral part of the Division that provides expertise and coordination in prescribed fire planning & implementation for forest resilience from an all-lands perspective in close coordination with key partners. The program works to:

  • Coordinates with the Strategic Science & Planning Program to interpret and utilize the science and facilitate the landscape-scale planning to identify the necessary scale, prioritization, and location to apply prescribed fire across all lands to meet the goals of the 20-Year Forest Health Strategic Plan, Forest Action Plan, and 10-Year Wildland Fire Strategic Plan.
  • Coordinates internally and collaborates with external partners to promote the use and support of a network of prescribed fire professionals in Washington.
  • Expand the pace and scale of prescribed burning across all lands in the state of Washington utilizing prescribed fire as a tool to meet not only the immense initial treatment need but also to maintain forest health treatments over time.
  • Expand prescribed burn leadership beyond National Wildfire Coordination Group (NWCG) qualifications and create alternative training and certification pathways.
  • Empower local communities to manage their surrounding landscapes by supporting and providing comprehensible plans, state guidelines, training, and resources.
  • Oversee fuels and fire effects monitoring of prescribed fires, in coordination with broader Forest Resilience monitoring, to determine treatment effectiveness and to drive science-based landscape management decisions.
  • Co-leads coordination on successful implementation of the DNR’s internal prescribed fire policies and procedures, and further development of additional policies and procedures. 
  • Increase fuels and fire effects monitoring to determine treatment effectiveness and to drive science-based landscape management decisions.

Reporting to the Prescribed Fire Program Manager, the Prescribed Fire All-Lands Coordinator serves as the mid-level planner coordinator and burn plan writer/editor responsible for working with DNR staff across Divisions and programs, federal, state, local, and tribal partners, forest collaboratives, and external partners to write and evaluate burn plans across all-land ownerships to meet agency strategic plan objectives, plan coordinated prescribed fire treatments across all-land ownerships to fulfill the 2020 Forest Action Plan, 20-Year Forest Health Strategic Plan: Eastern Washington, and the Forest Health Assessment and Treatment Framework.

Providing strategic input on and maintaining budgets, evaluating investments, GIS tracking, and reporting on program accomplishments and requirements. This position is responsible for staying current on state and nationwide prescribed fire regulatory processes and fuels treatments, as well as communicating with other agencies and landowners. The Prescribed Fire All-Lands Coordinator acts as one of the agency’s experts on prescribed fire training, stays current on National Wildfire Coordinating Group (NWCG), state prescribed fire training requirements, and non-traditional prescribed fire training (PBA’s, TREX, learn to burns, etc.).

This position is one of the points of contact for statewide DNR staff, landowners, and external cooperators related to burn plans authored by the Forest Resilience Prescribed Fire Program. This position supports the statewide prescribed fire program, by providing innovative technical program support and expertise regarding, prescribed fire, hazardous fuels reduction, and forest health improvement, using the advanced knowledge and skills of an experienced practitioner. This position inputs or ensures various information relating to projects and interactions with DNR, other Agencies, and landowners are entered into Forest Health Tracker, a DNR online database, to allow information sharing among DNR staff, collaborators, and the public. 

Using this database improves service delivery, accountability, and transparency by allowing easy access to accomplishments and various project parameters required at various levels throughout the agency. 

This position reports to the Prescribed Fire Program Manager and coordinates with the DNR Divisions, DNR Regions, Service Forestry Coordinators, Service Foresters, U.S. Forest Service, BLM, USFWS, Washing Department of Fish and Wildlife, Natural Resource Conservation Districts, state and local municipalities, and local fire protection districts in regards to Prescribed fire planning coordination, and data management, financial assistance, and administration of projects relating to prescribed fire treatments. This includes providing support to the DNR Regions, GIS data management, project tracking, and historic data quality control.

 

Duties

Responsibilities:

  • Utilize DNR’s 20-Year Forest Health Strategic Plan landscape evaluations and other analyses to understand and translate forest health treatment needs, review proposed projects in priority landscapes, and provide recommendations on necessary prescribed fire actions and investments to move cross-boundary priority landscapes into a resilient condition in coordination with the US Forest Service, other state agencies, tribes, forest collaboratives, DNR programs working on forest resiliency, and other partners. Prescribed fire actions include site preparation, burn implementation, and post-fire monitoring. Where prescribed fire implementation is necessary, develop, identify, and facilitate procedures for the completion of burn plans. In collaboration with other staff and partners, determine what geography will be included in the burn plan. Complete prescribed fire burn plan technical reviews as necessary. 
  • Support statewide and local priority planning and burn plan writing efforts for cross-boundary and DNR Regions and units. 
  • Using databases such as Forest Health Tracker, perform data compilation and research analysis on financial assistance application packets to determine trends and service gaps. 
  • GIS database collection of all DNR Prescribed fire projects and DNR-funded prescribed fire projects, assisting forest resilience with tracking prescribed fire projects in Washington, project tracking, and historic data quality control.
  • Ensure database integrity by verifying the project.
  • Utilizes DNR, and other available, scientific analyses that identify forest health treatment needs in areas where land ownership is diverse and close to structures, making prescribed fire planning a challenge.
  • Work across DNR programs on different land ownerships, and with agency partners in shared stewardship, to direct their work planning to include prescribed fire treatments in priority landscapes and develop workflow for burn plan completion.
  • Utilizing landscape evaluations and other analysis material to develop burn plans and assist with the implementation of burns to support units, districts, and regions to meet the department’s objectives and targets. 
  • Coordinate and communicate project needs and priorities within the Division, Federal agencies, and private landowners, and across all boundaries to give recommendations on priority landscapes, and what treatments would transition them into a resilient condition in coordination with the US Forest Service, tribes, forest collaboratives, DNR programs working on forest resiliency, and other partners.
  • Work with other programs, including but not limited to Wildland Fire Management Division and Smoke Regulation, Service Forestry, and State Uplands, on related projects and needs. Coordinate with other programs to overcome barriers to prescribed burning.
  • Apply critical and creative thinking to identify prescribed fire implementation and planning needs specific to individual projects that work to achieve Washington’s objectives for improving forest health and ecosystem resiliency. Use the Forest Health Tracker (FHT) online database to maintain Service Forestry project records and files.
  • Assist with planning and implementation of Washington Certified Prescribed Burn Manager Program classes, data collection, and other aspects of the program as needed.
  • Participate as a member of the Prescribed Fire Training Exchange (TREX) planning group, Prescribed Burn Association (PBA), and Learn and Burn events.
  • Planning work for field certifications with others for classes, evaluation burns, smoke management, and post-burn monitoring.
  • Assist with fuels and prescribed fire planning and serve as a resource for DNR and or partner burns.
  • Lead and train NWCG burners and trainees. Provide assistance and training to regulatory staff when they are evaluating prescribed burn plans.
  • Provide training on prescribed fire in person, online, paper, video, and/or PowerPoint presentation materials, TREX, Learn to Burn, PBA, and other methods and trainings. 

 

Qualifications

Required Qualifications: 

  • A bachelor’s degree with a major study in natural resources (e.g. botany, forestry, landscape ecology, fire science, fire ecology), or a closely related field; 
    OR an equivalent combination of education and/or experience
    AND three years of experience implementing a wildland fire program or working in wildland fire suppression or regulation.
  • Experience in managing, coordinating, and implementing training courses as well as courses or events tailored to a diverse audience.
  • Experience in evaluating performance, quality control, and compliance checks.
  • Experience with prescribed fire, both pile and broadcast burning. NWCG minimum qualification of a Single Resource qualification: CRWB, ENGB, FIRB, desired RXB (3,2 or 1) or state-certified burner qualification.

Special Requirements and Conditions of Employment:
  • Work is performed in a combination of office, field, and classroom settings. Ability to walk over steep, uneven terrain under a variety of weather conditions year-round is required. Participate on wildland fires with the ability to carry a drip torch, hand tool, line gear, and other heavy objects.
  • Occasional travel across the state is required, including overnight travel. The ability to drive significant distances in a variety of weather conditions, year-round, is required. Nighttime travel may be required.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Desired Qualifications:
  • Three years of experience in program management, instructional, course design, teaching, and training to a diverse audience or equivalent experience. Ability to work with a diverse range of landowners, NGOs, contractors, professionals, and scientists all working to use prescribed fire on the landscape to improve ecosystem health, meet landowner objectives, and reduce the negative effects of wildfire.
  • Completed NWCG M-410 Facilitative Instructor course.  Experience in managing, coordinating, and implementing fire courses.
  • Familiarity with Washington’s Smoke Management Plan, burn permitting system, and fire regulation standards.
  • Excellent oral and written communication skills, including teaching or public presentation experience.
