The Department of Natural Resources Product Sales and Leasing Division is seeking a professional, motivated candidate who can lead the Agency’s timber presales operations into the future. Timber harvest revenue from our forested state trust lands contributes to county incomes for junior taxing districts, school construction funds, and other trust beneficiaries. We pride ourselves on reducing the tax burden for Washington citizens through the sustainable harvest of our timber resources while following strict environmental protection regulations across the state.

In this position, you will be part of a team committed to sustainable forest management and timber and revenue production. This role is an integral piece to ensuring timber sales make it to public auction and revenue production. Your duties as Presales Operations Manager could take you to every corner of Washington to work with and train staff in presales methods and operations. Working with Agency staff, stakeholders, and customers will also require excellent communication skills.

 

Duties

Responsibilities:
As the DNR’s presales expert, this position is the agency expert for all timber sale planning and preparation, including document standards and maximizing timber sale revenue through appropriate market timing. This position also ensures the program consistently implements Agency policies and standards as well as meets requirements in State law before the Board of Natural Resources approval and public auction.

This position provides the leadership of the DNR timber sales presales program by proactively developing, expanding, and improving tools for DNR staff to complete planned sales for auction. In addition, this position expands the linkage to DNR’s timber customers and business partners. As a primary timber presales trainer, this position should be able to motivate and guide personnel within the division and regions to achieve Product Sales goals and objectives.

Qualifications

Required Qualifications: 

  • Bachelor’s degree or higher in Forestry, Natural Resources, or a closely related field AND 5 years experience in the forest industry
    OR equivalent education and/or experience.
  • Experience creating and modifying highly complex spreadsheets or datasets to meet different project needs.
  • Project management experience.
  • Experience providing expectations and feedback for others, following a formal performance & development plan outline.

Special Requirements and Conditions of Employment:
  • Office position with occasional field work. The position will need to work in all types of weather and terrain.
  • Approximately monthly; frequency and length depend on seasonal needs.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications: 
  • Master’s degree in Forestry, Natural Resources, Business Administration, or a closely related field.
  • 10 years of experience with timber sale design, paperwork, and contract compliance, with at least 5 years experience reviewing others’ timber sales.
  • Key Knowledge:
    • Detailed knowledge of DNR timber sale layout and paperwork standards
    • Familiar with forest products industry manufacturers in the Pacific Northwest
    • Familiar with industry-standard practices for timber appraisal and valuation methods
    • Knowledgeable about capabilities, limitations, and general costs of timber harvesting and forest road-building equipment.
    • Laws related to DNR, timber sales, and contracts.
    • Employee Performance Management cycle, and applicable Collective Bargaining Agreements (CBAs).
    • DNR business practices, organizational structures, and agency policies. 
    • DNR’s legal responsibilities as a trust manager, and specific trust mandate components. Familiar with the requirements of
      • Policy for Sustainable Forests (PSF),
      • DNR’s Habitat Conservation Plan (HCP),
      • Criteria for formal forestry certification programs (SFI ® and FSC ®).
  • Skills / Abilities:
    • Effective written and verbal English communication skills, including effective review and editing of others’ writing.
    • Excellent interpersonal relationship development & maintenance
    • Effective records maintenance & organization, to be able to efficiently organize and access key timber sale documents
    • Effective presentation skills, with experience developing presentations and presenting to groups of varying sizes in formal and informal situations
    • Full competence and capabilities with standard office computer programs (Microsoft Suite and Adobe)
    • At least mid-level knowledge and experience with operating GIS applications
    • Intermediate-level or better skills using GIS mapping systems
    • Intermediate-level or better skills using the Land Resource Manager (LRM) application
    • Detail-oriented; ability to identify discrepancies and inconsistencies in spreadsheets and written documents.
