What is CHOICE/CPAA:

CHOICE is a non-profit organization that oversees a variety of smaller projects and programs in the community central to supporting wellness, preventing harm, and meeting basic needs. The Cascade Pacific Action Alliance (CPAA) operates within CHOICE and is a Washington State Accountable Community of Health serving Cowlitz, Grays Harbor, Lewis, Mason, Pacific, Thurston, and Wahkiakum counties. CPAA’s purpose is also to improve community health.

Job Summary
This position will work with a network of physical and behavioral health providers in addition with other community groups across 7 counties who are involved in efforts to improve mental health in our communities. The individual in this position will drive mental health awareness, improve behavioral health care coordination and seamless access to behavioral health services. This position will liaise with tribal partners from the Cowlitz, Chehalis, Nisqually, Quinault, Shoalwater Bay, Skokomish, and Squaxin Island Tribes to gain an understanding of the interests and needs of tribes, determine how best to partner with the tribes, and assist the CEO and other agency personnel in building good working relationships with tribal partners in furtherance of CHOICE project/program goals.

The manager must have demonstrated experience and understanding of cultural humility, primary care and behavioral health operations, quality improvement methods, measurement processes, as well as leadership and communication skills necessary to manage collaborative efforts across a wide spectrum of health care and social services.

Major Duties:

Behavioral Health

  • Identify local, state & federal current endeavors and future initiatives related to behavioral health and integrated care. Researching. Monitoring and analyzing trends and activities.
  • Establish strategic endeavors based on research, assessments and trends.
  • Identify target population and providers to determine relevant stakeholder groups.
  • Coordinate and facilitate effective communication among various stakeholder groups. Recognizes, assesses and communicates important policy issues to stakeholders.
  • Develops project implementation plans and monitor program level outcomes to ensure desired performance outcomes.
  • Prepare for potential overhauls in referral pathways and access to care due to developments on policy fronts with respect to the Blake Decision and Blake Bill.

Tribal Partnerships

  • Advise on Pacific Northwest and Washington tribal history, treaties, sovereignty, self-governance, protocols, customs and traditions, natural resources, cultural properties, and other issues concerning relations with Native American tribal governments in hope of creating mutually beneficial agreements and partnerships between CHOICE and tribal governments.
  • Serve as a liaison and communications point of contact for tribal partners and tribal/community related work teams to accomplish CHOICE program goals and objectives.
  • Coordinate and staff a committee composed of tribal partners (Committee of Tribes) within the seven-county region to assess tribal implications of initiatives, policies and actions contemplated by CHOICE/Cascade Pacific Action Alliance including arranging all meeting logistics, generating and distributing meeting invitations, drafting agendas, and compiling and distributing meeting summaries.

Project Management

  • Budget development and monitoring, program planning, implementation and monitoring, and utilizing data to inform quality improvement processes

Compliance & Performance Monitoring

  • Regularly monitor program contracts to ensure organizational compliance and ensure contractual requirements and deliverables are being met.
  • Audit contract compliance of program subcontractors and provide ongoing performance monitoring.
  • Monitor project progress by tracking planned activities, resolving problems and recommending actions.
  • Assure systems and processes are in place to produce program performance reports for Board, funders, contractors and other stakeholders and partners.
  • Write reports to meet reporting obligations and requirements.
  • Assure functionality and progressive improvement of program processes.
  • Identify potential areas of vulnerability within program; develop corrective action plan for resolution of issues and oversee implementation of corrective actions in timely manner.
  • Prepare and maintain records and reports such as budgets, work plans, program documentation and training materials as needed in relation to managed programs and services.
  • Participate in the planning and development of annual program budget; monitor budget monthly to ensure maximization of resources while managing expenses.
  • Provide oversight related to implementation for the program, collaboration with data analyst(s), community and tribal liaison, in addition to external resources needed for specific program implementation.
  • Provide related analysis and reporting to meet statewide requirements for project demonstration.
  • Other duties as assigned.

Qualifications

  • BA in social work, public health or similar field – or a comparable combination of education and experience. Tribal affiliation and 5 years of management experience preferred.
