The City of Portland’s Office of Equity and Human Rights (OEHR) is seeking a Policing-Focused Equity Analyst to join the team!

The Equity and Inclusion Office provides the Bureau with support as the Bureau implements its Racial Equity Plan (REP). The Policing-Focused Equity Analyst will be housed in the Office of Equity and Human Rights while working within Portland Police Bureau’s (PPB) Equity and Inclusion Office and reporting directly to the PPB’s Equity and Inclusion Program Manager.

The purpose of the Policing-Focused Equity Analyst housed in OEHR is to work with PPB’s Equity and Inclusion Office and Strategic Services Division to support the work that PPB’s Equity and Inclusion Office is undertaking regarding the Racial Equity plan implementation and to increase the use of Equitable Data Practices at PPB.

The Policing-Focused Equity Analyst is responsible for:

  • Equity reports.
  • Development and management of an equity data team.
  • Working with personnel on bureau hiring practices.
  • Increasing transparency and accountability.
  • Staying tuned into research and using this knowledge when serving as a project lead and providing technical and analytical assistance to PPB members in the implementation of their equity goals and racial equity plans.

When it comes to transparency, the Policing-Focused Equity Analyst will contribute to messaging the work of equity by communicating and educating different audiences about vague/abstract ideas and concepts through a number of creative ways.

An ideal candidate for this position will have experience using qualitative and quantitative data as it relates to equitable and inclusive practices and will also be skilled at communicating and educating different audiences about vague or abstract ideas and concepts through creatively designed visuals.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, and/or experience, meets each of the following minimum qualifications:

1 Knowledge of the principles of eliminating anti-Black racism, anti-indigenous racism, discrimination, and systemic White supremacy.
2 Ability to identify and interpret disparities/impacts on individuals with disabilities, women, Black, Indigenous, and people of color (BIPOC).
3 Ability to analyze and identify complex administrative, operational, financial, and organizational disparities; evaluate alternatives; provide sound, logical, fact-based conclusions, and recommendations.
4 Ability to establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, the public, and others encountered in the course of work.
5 Ability to communicate clearly, logically, and persuasively, both verbally and in writing.

The Recruitment Process
