The Spill Prevention, Preparedness, and Response program within the Department of Ecology is looking to fill a Plan Review and Development Unit Supervisor (WMS Band 1) position. This position can be located in our Headquarters Office in Lacey, WA or our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.

Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,914 – $8,702 per month.

In this position, you will establish preparedness strategies, policies, procedures, and regulations relating to industry oil spill plans, and the state’s master oil spill plan (Northwest Area Contingency Plan). You will ensure timely approval of facility, vessel, pipeline, and rail oil spill plans and take enforcement actions when needed. You will also publish geographic response plans coordinating with other federal and state agencies and tribes. This position is responsible for education and outreach to local governments and communities to increase confidence in the state’s spill readiness.

Duties
In this role, you will be responsible for developing the geographic response plans (GRPs) and for the timely approval of facility, vessel, pipeline and railroad oil spill plans. You will also provide planning expertise for the program in support of all sections, manage and monitor the day-to-day operations and outcomes of the unit, evaluate oil spill drills, and manage the program’s participation on the Citizen’s Committee on Pipeline Safety and the Columbia River Oil Spill Response & Preparedness Committee.

What you will do:

  • Supervise the Preparedness Section’s Plan Review and Development Unit.
  • Actively participate with other managers and supervisors on the Program’s leadership team.
  • Oversee rulemaking associated with oil spill planning.
  • Plan, lead, organize, and approve the work performed by the unit.
  • Establish plan review priorities, monitor the consistency, efficacy, and accuracy of plan reviews.
  • Maintain the oil spill volunteer management system for the state for individual volunteers and vessels who could be called upon to support major oil spill responses.
  • Analyze, research, and make recommendations to the program on the use of technology to improve the GRP process regarding data collection, data entry, and end products.
  • Manage the unit in establishing internal policies and procedures, providing leadership, and monitoring day-to-day operations. Evaluate and coach staff, set schedules, conduct staff meetings and manage a budget of more than $2 million per biennium.

Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

A total of seven (7) years of combined experience and/or education as listed below: 
Professional-level experience: in marine transportation, planning, environmental policy, supervising or conducting oil spill response. Demonstrated knowledge and expertise in planning practices, project management, understanding of environmental compliance programs; federal oil spill planning regulations; design, teams/small organization leadership.
Education: involving a major study in an environmental, physical, or natural science, planning, business administration, education, or closely allied field, or a law degree.

Special Requirements/Conditions of Employment:

  • Hold and maintain a valid driver’s license and be able to operate a motor vehicle.
  • This position is assigned positions on the Incident Management Team (IMT) and Crisis Management Team, in support of the Department of Ecology’s rapid, aggressive, and well-coordinated response to oil and hazardous material spills, and is also identified as a Critical Agency Employee and is expected to work during facility closures and natural disasters (in this event, additional compensation will apply).
  • Must be able to pass a detailed background check required to obtain and maintain a Transportation Worker Identification Credential (TWIC).
  • Must be prepared for a minimum 3-day field deployment within 1 hour of notification.
