We are recruiting to fill one (1) Budget Analyst 4 In-Training within the Budget Office. This position is located at the Natural Resources Building in Olympia, WA.

We are seeking an individual ready to join a fast paced, passionate, and culture rich working environment in pursuit of conservation of Washington’s fish and wildlife resources and ecosystems. As a senior analyst for the program, in coordination with the Budget Manager and other senior level staff, you will have the opportunity to influence operations, policy, and direction of the program’s budget.

The Budget Office provides leadership and support for programs through quality budgeting, contracting, grant management, strategic planning, personnel issues coordination, frontline customer service and guidance to other areas of the Fish Program.

The Budget Office ensures that program activities fit within the broader context of the Department’s mission and goals, financial compliance with state and federal laws, regulations and reporting requirements, effective management of funds requested and expended in alignment with the agency’s mission and goals, in addition to performing program-wide financial activities.  The Budget Office also ensures operational effectiveness and financial stability of the Fish Program.

If the selected candidate does not have the skills and abilities to immediately perform all the duties of a Budget Analyst 4, the supervisor will work with the selected candidate to develop an individualized training plan to develop those talents within a fixed period of time.

A fully qualified candidate may be offered a starting position as a Budget Analyst 4 without a training plan.


Budget Analyst 3 Salary Range:  $4,270 – $5,604
Budget Analyst 4 Salary Range: $5,077 – $6,662

Duties

This position is supervised by the Fish Program Budget Manager and is part of the Budget Office. This position serves as a senior budget analyst for WDFW’s Fish Program and is considered the subject matter expert for federal grants and local contracts. This position provides detailed budget analysis to lead senior management and staff in planning, developing, implementing, and tracking all federal grants from the initial application through final reporting requirements. This position supervises a Budget Analyst 3 that provides program wide support for processing memorandum requests, submitting coding requests, maintaining the Program Chart of Accounts, and assisting staff with the use of agency financial systems such as Novatus, CAPS Financial, Web Intelligence and Enterprise Reporting. This position manages approximately $50 million in Federal grants and local contracts for the largest program in the agency.

KEY DUTIES INCLUDE BUT ARE NOT LIMITED TO:

Provide budget analysis services and assistance to program staff on federal grants and local contracts for the Fish program. This position serves as the specialist and primary point of contact for the Fish program’s federal grants.

Tasks include:

  • Assist project managers with all aspects of federal grant management, including submitting grant applications, developing spending plans, entering the contract information into Novatus contract management system for review and approval, submit indirect waivers, monitoring expenditures, submit memorandum requests, facilitate contract amendments, and ensure performance and final reports are submitted on time.
  • Track and communicate federal grants opportunities, coordinating directly with project managers and providing specific information and knowledge to achieve coordinated program and budgeting planning.
  • Track federal annual apportionments.
  • Monitor grant funding levels from U.S. Fish and Wildlife Services (USFWS), National Oceanic and Atmospheric Administration (NOAA), Mitchell Act and Bonneville Power Administration (BPA).
  • Assist in cross biennium contract reconciliations.
  • Assist Fiscal Office staff with completing the unbillable accounts receivables contracts monthly report.
  • Attend federal training to stay current with grant software (grant solutions, grants.gov, TRACS).

Supervise, mentor, and train the (Fish Support Desk) Budget Analyst 3 to provide budget and contract support for Fish Program project managers.

Tasks include: 

  • Set goals and objectives, develop strategies to implement, and develop performance measures and standards for the purpose of ensuring individual and program performance objectives are met.
  • Develop the Performance Development Plan (PDP); update position description as required; monitor and document employee performance; provide on-going feedback regarding levels of performance and conduct timely and meaningful employee performance evaluation. Develop and implement staff training and development plans to provide cross training of employee, specific job-related training, and other approaches to provide opportunities for staff flexibility and development.
  • Supervise the management of the Fish Support Outlook mailbox to assure accurate and timely responses to program staff and fiscal staff.

Provide consultative planning and detailed analysis to program staff in the development and monitoring of annual and biennial budget allotments of federal funds and associated match.

Tasks include:

  • Review spending plans and allotment adjustments to ensure compliance with contract scope of work and tasks.
  • Review and analyze monthly expenditure to ensure contracts are not overspent and to maximize the contract funding opportunity. Disseminate analysis to appropriate staff and coordinate discussion to address risks and issues.
  • Monitor contract end dates and spending to recommend amendments prior to a contract expiring.
  • Provide recommendations for corrective actions as needed.
  • Assist staff in understanding budget policies and procedures.

Provide assistance to Program staff with maintenance of the Fish Program Chart of Accounts.

Tasks include:

  • Review, assign and submit requests for new master index codes and monitor for accuracy.
  • Prepare master index change requests and restrict codes as needed.
  • Assist management and staff in short-term and long-term budget planning.
  • Assist and coordinate with Accounts Receivable (Fiscal Office) about grant billings.

Perform other duties as assigned.

Tasks include:

  • Perform other work as required.

 

WORKING CONDITIONS: 

Work Setting, including hazards:

  • Assigned duty station is in Olympia, Washington. Work is performed almost exclusively in a fast-paced office environment.

Schedule: 

  • This position is full time, working 40 hours per week, Monday-Friday.
  • Able to work a flexible schedule upon supervisor’s approval. Workweek may occasionally be altered by supervisor to accommodate workload periods while maintaining a 40-hour workweek.  

Travel:

  • Limited, but some travel to WDFW Regional offices and locations may be required. Occasional overnight travel may be necessary.

  • Laptop and identified software, Keyboard, Mouse, 27” Computer Monitors (x2), Docking Station, Toggle Desk or Sit/Stand, Ergonomic chair, Cellphone

Customer Interactions:

  • Requires frequent contact with customers, who are primarily internal Program contract and budget managers, via phone, email and/or in person.

License:

  • A valid unrestricted driver’s license.

Other:

  • Must comply with internal policies and procedures governing conduct and budget management.
Qualifications

Required Qualifications:
To qualify at the Budget Analyst 4 level:

  • Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field

AND

  • A minimum of three years of state budgeting, including one biennial cycle with increasing levels of responsibility

OR

  • Current or recent experience as a Budget Analyst 4.

To qualify at the Budget Analyst 3 level:

  • Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field.

AND

  • A minimum of two years of professional experience in accounting, budget, finance, or public administration

OR

  • Current or recent experience as a Budget Analyst 3.

For any of the above: 
Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year for year of education for any of the above.
A master’s degree may substitute for some years of experience.

Preferred/Desired Education, Experience, and Competencies  

  • A Master’s degree in business, public administration, accounting, economics, or statistics.
  • Successful supervisory experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
  • Knowledge of budget development and legislative processes and practices, including the fiscal note process.
  • Knowledge of the federal grant submittal process.
  • Excellent working knowledge of Washington State and WDFW financial systems, including AFRS, Enterprise Reporting, Web Intelligence, Novatus, and CAPS Financial.
  • Knowledge of Microsoft Excel, with ability to create complex spreadsheets, import data from other sources, and create pivot tables.
  • Skilled in performing complex numerical calculations.
  • Ability to consistently follow applicable budget guidelines, WDFW policies, state and federal regulations, and budget principles and standards.
  • Ability to conduct sound and detailed analyses from both a programmatic and fiscal perspective.
  • Ability to practice collaborative problem solving, maintain open communication among staff, and allowing flexibility for creative and innovative input from others.
  • Ability to communicate complex budget issues orally and in writing to a variety of audiences and provide training and guidance on these issues.
  • Ability to prioritize workload to meet critical deadlines, and to work well independently and on teams.
  • Ability to work in a team environment, treating all team members and other customers with respect. Respectfully listen to the advice and ideas of others and make decisions that reflect well on the Department and the citizens of Washington State.
