The Bureau of Planning & Sustainability (BPS) is seeking an Outreach, Education and Special Initiatives Manager – Waste Division to advance the bureau’s waste equity initiatives and provide leadership in the development, performance, and deliverables of BPS’s garbage, recycling, compost and waste prevention outreach and education. This position is responsible for all aspects of program management – design, planning, community engagement, implementation, evaluation, and reporting. The Outreach, Education and Special Initiatives Manager-Waste Division will lead and collaborate with a range of technical expert staff, both direct reports and staff from other teams, supervising five direct reports and managing deliverables of several project teams. An important role for this manager will be articulating a shared vision of expanding opportunities for underrepresented Portlanders in the waste field, and leading people through change.  
 
Roles & Responsibilities
The focus of the Outreach, Education and Special Initiatives Manager- Waste Division is to manage programs and projects that support all Portlanders’ engagement with the city’s waste disposal, reuse, and reduction systems. 
 
Ongoing programming that this manager will oversee includes ensuring the City of Portland meets the education, information and technical assistance requirements mandated by State law and directed by Metro’s Regional Waste Plan. Priority areas include the improvement of waste services to multi-family residents, the rollout of food scraps collection for businesses, and expanding BPS’ initiatives that build the public’s knowledge, ability, and motivation to reduce waste through reuse, repair, and food waste prevention.  This position will also be the project manager furthering City Council’s directive to advance the waste equity plan (Download PDF reader). They will work with key partners and stakeholders to develop new initiatives that reduce barriers to economic opportunities for minority-owned and woman-owned companies in the waste field. 
 
BPS seeks an experienced manager who would:
  • Manage complex projects including creating project scopes of work, developing teams and work structures, project schedules, assignments, and evaluation plans.
  • Evolve systems in service to the bureau’s equity, diversity, and inclusion goals including identifying, developing, and implementing improvements to existing programs, projects, policies, and procedures. 
  • Advancing bureau priorities by leading the integration of multiple staff teams’ work across disciplines. 
  • Promoting an equitable workplace and positive employee relations through thoughtful team management practices, work planning, delegation, and performance evaluation.
  • Collaborate with staff and partners to develop and deliver a full spectrum of community engagement to help deliver on project/program’s equity, diversity, and inclusion goals.  
  • Manage change by providing strategic direction and facilitating shifts in staff roles and responsibilities, team structure, and resource allocations to deliver on established commitments and goals.  
  • Ensure teams’ work aligns to bureau and regional priorities and opportunities.
  • Collaborate across multiple organizations to maximize impact within the City and region.
  • Inform bureau strategic direction and planning as a member of the bureau’s management team.
Ideal Candidate
The ideal candidate is a seasoned and savvy project manager able to resolve complex issues and ensure effective communication and facilitation throughout the project with all levels of stakeholders. They are a seasoned people manager able to provide leadership for a positive and productive workplace, they possess a collaborative leadership style, and are curious and eager to learn and grow. 
 
They demonstrate commitment to advancing racial equity and they understand strategies to address institutional, structural, and systemic racism. Experience working on racial justice initiatives within the waste and recycling systems is highly desirable. They are committed to delivering high quality public services to all residents and businesses and are committed to the bureau’s strategic plan and values. 
 
They have experience working in government or other large institutions. They understand garbage, recycling, compost and waste prevention programs, policies, and projects or have demonstrated experience working with or in a public utility.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status.  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.    

To Qualify

Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:      
 
  1. Experience managing teams of multidisciplinary staff to foster and promote an equitable workplace and deliver integrated work products; developing job duties and responsibilities; developing performance requirements and targets; monitoring and evaluating performance, providing coaching and course correction measures as needed.
  2. Understanding of outreach, education, and public involvement program management (principles, practices, and theory) with an emphasis on grassroots tools and community engagement.
  3. Understanding of program co-creation with communities of color and people traditionally under-represented in local decision-making.
  4. Advanced project management skills (principles, practices, and theory). 
  5. Experience managing budgets, schedules, and quality of multiple work products. 
  6. Ability to ensure compliance with local state, and federal policies, laws and regulations; develop and support state and local regulatory reporting plans.
