The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resiliency Division/Federal Lands Program. The DNR’s Forest Resiliency Division is seeking a motivated individual to join the Federal Lands Program – a team of expert engineers and restoration specialists focused on project implementation across National Forest Lands and Bureau of Land Management lands throughout Washington.

As part of this Division and Program, you will work alongside a talented cadre of engineers, planners, scientists, and implementers providing service to state, private, and federal partners to increase the resiliency and health of Washington’s forests and urban landscapes. In this position, you will be a part of a skilled team of specialists focused on increasing the pace and scale of federal restoration work, primarily in Central and Eastern Washington, while supporting other program staff statewide. Working independently and as a team, this position works under the supervision and guidance of the Federal Lands Program’s Lead Engineer. You will complete a wide variety of tasks developing transportation plans for restoration projects including surveying, designing, and implementing Aquatic Organism Passage (AOP) projects including bridges and large culverts.

 

Duties

Responsibilities:

  • Lead, plan, and implement transportation plans for restoration projects on the Okanogan-Wenatchee and Colville National Forests.
  • Support DNR’s Forest Action Plan and 20-year Forest Health Strategic Plan by improving aquatic ecosystems through fish barrier removal and aquatic habitat improvement.
  • Assist Federal Lands Engineers in achieving 21-23 biennium targets for Aquatic Improvement, road decommissioning, and deferred maintenance.
  • Survey, design, and coordinate with Federal Interdisciplinary Teams on design specifications for Aquatic Improvement projects and large structures.  
  • Identify existing fish barriers and prioritize areas to focus engineering resources.
  • Rate, monitor, and prioritize unstable slopes to meet transportation performance goals.
  • Assist Restoration Specialists with harvest planning and harvest unit delineation, road location, rock source development plans, and cost analysis of alternatives.

 

Qualifications

Required Qualifications: 

  • Education: A Bachelor’s degree in civil or forest engineering, AND three years of engineering experience in the transportation or forest engineering field, 
  • A licensed Engineer in Training (EIT) or the ability to obtain licensure within 18 months.
  • A working knowledge of Stream Simulation design, hydraulic design principles, and design of road infrastructure.
  • Experience with: 
    • Performing site surveys with a total station. 
    • Entering survey data into AutoCAD design software and compiling designs.

Special Requirements and Conditions of Employment:
  • Office with some field work requiring outdoor exposure to uneven surfaces, steep grades, and some lifting of equipment. A portion of the work is performed in a remote forest environment. Incumbent must be able to traverse uneven terrain in all weather conditions.
  • The position is authorized to telework and must follow all current DNR Telework Policies and requirements to qualify. However, the candidate must be located within an hour of an Okanogan-Wenatchee National Forest District Office to be in the proximity of project sites. This is a telework position. Agency-assigned vehicles may be parked at either an approved duty station or other secure parking location.
  • The position requires travel 10-20 % of the time and can include up to 1-4 days a week across the state and up to 5-10 overnight stays per month in the summer, depending on project location. Required to drive to various sites within the State of Washington for pre-bid meetings, pre-construction conferences, construction site visits, and training administration.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • A working Knowledge of:
    • Logging systems design and logging road system design.
    • Load and Resistance Factor Design (LRFD) Bridge design methodology
    • Familiarity with the Good Neighbor Authority under the 2014 Farm Bill and recent amendments, Shared Stewardship Strategy, Forest Land Resource Management Plans (Forest Plans), and National Forest Transportation Planning methodology.
  • Ability to:
    • Show experience in construction compliance.
    • Work independently and in team settings to accomplish broader program goals and objectives.
    • Work with and through often opposing perspectives to bring sides to common understandings to move projects forward.
    • Navigate complex and challenging work environments.
    • Knowledge of federal policies and procedures implemented under the USFS and other federal agencies, including the National Environmental Planning Act (NEPA), the Agricultural Act of 2014 (2014 U.S. Farm Bill), and other federal policies typically associated with implementation and planning of federal projects.
