Summary

The King County Noxious Weed Control Program works to prevent and reduce the economic, environmental and social impacts of noxious weeds in King County. The program provides education and technical assistance to county residents, property owners, public agencies and others to increase awareness and knowledge about noxious weeds and other invasive plants.  The program also engages county residents in stewardship activities in order to reduce the impacts of noxious weeds and invasive plants on the county’s environment and on the quality of life for its residents.
 
The person hired for this position will assist the program’s communication specialist with implementing a wide range of education and outreach tools designed to increase the public’s awareness and knowledge about noxious weeds and engagement in noxious weed control and stewardship activities. In particular, the goal of this position is to achieve equitable delivery of the noxious weed program’s outreach, technical assistance, and education services to county residents in traditionally underserved communities including people who speak languages other than English and residents of neighborhoods with high proportions of non-white and lower income populations.

The work associated with this position will be performed predominantly by telecommuting, with some onsite work and meetings, as influenced by business needs. Employees will also have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  Employees will have access to County vehicles for any work-related trips to offsite locations. 
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104 

Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week with some evenings and weekend work as needed for scheduled events. 

Job Duties

  • Deliver outreach, communication, and education services to underserved communities including people who speak languages other than English and residents of neighborhoods with high proportions of non-white and lower income populations.     
  • Assist with developing education strategies, materials, and activities to meet the needs of under-served communities. Partner with community groups and agencies on joint outreach and education programs where needed to better serve different communities.  
  • Coordinate the Program’s response to poison-hemlock reports on private property, especially in low-English proficiency and other high-risk communities. Communicate directly with residents, send out warning postcards, post warning signs in high traffic areas, and perform some weed control assistance. Work with Regional Specialists to determine high priority areas and survey and control tasks for seasonal field staff. 
  • Serve as the primary point of contact for Program’s language access communication needs in languages other than English, using county interpreter and translation vendors as needed; assist staff with multilingual communications with county residents. 
  • Order translation services to translate program materials and online resources into key languages used by county residents; maintain and update program’s multilingual web pages and resources as needed. 
  • Conduct educational and informational presentations and workshops on noxious weeds and invasive plants for county residents, community groups, professionals, and other audiences as requested.
  • Schedule, coordinate, and staff community outreach and stewardship events, including scheduling and logistics, setup, staffing, tear down and collecting data for assessing.
  • Schedule, coordinate, and facilitate online webinars. Work with WSDA pesticide license recertification program to provide approved content for pesticide recertification credits and to meet attendance verification guidelines. 
  • Respond to requests for information by email and phone; assist with answering program phone line and emails. Process and follow up on reports from Report a Weed app and online form. Answer plant identification and weed control questions from the public.   
  • Assist with developing and editing training materials, technical bulletins, and other outreach materials for use with different audiences. Work with graphic designers to develop new or revised program materials.     
  • Assist with researching for, creating, and editing communications and informational content including brochures, blog posts, social media posts, web pages, photos, and videos. Assist with the promotion of program workshops, presentations, and events through social media and other avenues.  
  •  Manage program outreach and display materials including ordering, inventory, stocking, repairs, and designing and creating new displays and materials as needed.
  • Assist program’s noxious weed specialists with occasional surveying for noxious weeds, in-person technical assistance, and weed control activities.  
  • Other duties as needed to carry out program’s outreach and education services.

  • Experience doing public outreach activities such as workshops, presentations, tabling at public events, field trips, home visits, and school visits for diverse populations 
  • Skilled in using a variety of methods to educate adults and children. 
  • Demonstrated excellent oral and written communication skills. 
  • Demonstrated proficiency in Microsoft Office, specifically Word, Excel, Outlook, and PowerPoint. 
  • Demonstrated experience successfully communicating technical information to a wide variety of audiences. 
  • Skilled in speaking with the public and making individual and or group presentations. 

Ability to: 

  • Effectively plan, organize, and prioritize work on a daily basis. 
  • Work on multiple tasks accurately and quickly in a high pressure/short deadline environment. 
  • Proven ability to work independently and in team environments. 

 DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: 

  • Experience and/or training in botany, gardening, landscaping, or restoration. 
  • Knowledge of invasive plants and noxious weeds, their impact and control methods. 
  • Experience and/or training in environmental education. 
  • Experience developing and/or implementing education and behavior-change programs. 
  • Skilled in using audio-visual equipment and online meeting applications such as Teams and Zoom. 
  • Experience providing instruction and producing education materials for diverse groups to include non-English speaking and low-income populations.
  • Experience using social media for public communication and/or marketing. 

 NECESSARY SPECIAL REQUIREMENTS: 

  • A valid Washington State Driver’s License, and the ability to travel throughout King County, adjacent counties or other travel destinations in a timely manner. 
  • Ability to work in both indoor and outdoor settings with possible exposure to pollen, inclement weather and uneven surfaces. 
  • The position requires occasional lifting and carrying supplies and equipment up to 50 lbs. 
  • The position requires frequent stooping, standing, sitting, or walking depending upon the nature of the event that is being supported.
