Thurston County Public Works is recruiting for a Noxious Weed Program Manager to join our dynamic, energetic, and innovative team. The successful candidate will lead a team of Noxious Weed Specialists to meet the regulatory requirements of Washington State Noxious Weed Law, plan, organize and oversee noxious weed eradication projects and serve as the coordinator for the Thurston County Noxious Weed Control Board.

Essential functions may include, but are not limited to, the following: 

• Develop and recommend annual program policies and procedures for adoption by the Noxious Weed Control Board.
• Issue notices of violation, civil infractions and issue work orders for enforcement activity.
• Plan, implement, and track work plans and budgets.
• Manage aquatic and terrestrial noxious weed control projects.
• Track and recommend adjustments to the noxious weed assessment.
• Coordinate the activities and actions of the Thurston County Noxious Weed Control Board.

Qualifications

• Bachelor’s degree in environmental studies, botany, forestry, agriculture or a closely related field. Additional experience may be substituted for education on a year for year basis.
• Four (4) years of progressively responsible experience related to public program and policy development or, related to the management of noxious weeds and/or invasive plant species or, in a closely related field specific to the position. Demonstrated competence in the principles and practices of public policy development and administration. Also must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.
• Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
• Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of this position. 
• Current Washington State Pesticide Consultant/Operator license with aquatic, right-of-way, and agricultural endorsements, within six months of hire.

• Knowledge of state and local policies and regulations related to noxious weed management, including Thurston County’s Integrated Pest Management (IPM) policy.
• Ability to communicate effectively with individuals and groups regarding noxious weed management issues and best practices.
• Ability to create innovative programs and projects in response to community needs.
• Previous experience working closely with a Noxious Weed Control Board or other advisory committee.
• Demonstrated competence in principles and practices of integrated vegetation management (IVM).
• Demonstrated competency in supervising personnel involved in noxious weed program implementation and in establishing and controlling budgets.
