Summary

About the Position: Serves as a natural resource manager performing a variety of assignments involving natural resources, recreations and dam safety. Duties will be performed in the Los Angeles District area of operations.

This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.

Responsibilities

  • Maintains complete and accurate inventory and records of all recreation facilities, visitation statistics, recreation operation and maintenance (O/M) costs, etc.
  • Plans for long-range environmental concerns of the lake and surrounding land area.
  • Develops training programs for project employees and prepare new or revised guidelines and operating procedures for these areas.
  • Prepares and update compliance inspection handbook for all out-grants, including standards for concessionaires’ facilities and their public safety plan.
  • Coordinates visitation using counts and visitor surveys.
  • Performs rescue work, including searching for missing and lost persons, rescue work resulting from boating or fishing accidents, and rendering first aid to the injured.

Travel Required

Occasional travel – You may be expected to travel for this position.

Conditions of Employment

  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • The employee may be required to wear the Corps’ authorized uniform in the performance of duties as prescribed by AR 670-10 and supplements.
  • Incumbent may be required to receive a minimum of 24 hours of personal protection/unarmed self defense, situational evaluation and tactical communication training within two years of employment.
  • Incumbent may be required to possess or be able to acquire first aid, cardiopulmonary resuscitation and blood-borne pathogen training.
  • The duties of this position require work on nights and weekends.
  • Must possess or have the ability to acquire a state drivers license.
  • This position requires you possess or have the ability to acquire a Corps of Engineers boat operator license.
  • This position may require occasional overnight travel.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Basic Requirement for Natural Resource Specialist (Ranger):

A. Degree: Bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-05

Specialized Experience: One year of specialized experience which includes providing support to natural resources programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR

Education: A four-year course of study leading to a bachelor’s degree or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

GS-07

Specialized Experience: One year of specialized experience which includes patrolling park to ensure compliance with established rules; providing support for special recreation projects and improvements; and educating site visitors about applicable conditions, policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) – Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership – Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Specialized Experience: One year of specialized experience which includes developing plans and schedules for park employees; performing park management functions associated with park safety and security; and assisting in maintaining the park programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR

Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
