This position is located in the Forest Service Office of International Programs.

Serves as coordinator and principal advisor for planning and implementing programs of technical cooperation between the USDA Forest Service and counterparts in Asia/Pacific regions.

Responsibilities

  • Serves as coordinator and principal advisor for planning and implementing programs of technical cooperation between the USDA Forest Service and counterparts in the foreign country, region or technical program area to which assigned.
  • Identifies opportunities for future expansion of cooperative programs. Develops and analyzes program alternatives, consults with appropriate Government officials and other partners, and recommends appropriate actions.
  • Establishes, develops, and maintains effective working relationships with key partners requiring consultation with foreign governments.
  • Advises the Director of International Programs or the Coordinator for the area to which the incumbent is assigned on potential problems and emerging issues.
  • Ensure the goals and objectives of programs are met in a timely manner on matters involving operational effectiveness.
  • Oversees development of sectoral strategies and assistance to missions in the design, implementation, and evaluation of activities.
  • Approves and manages financial mechanisms for accomplishing program goals and objectives such as grants, cooperative agreements, joint ventures, contracts, and other procurement mechanisms.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement:

GS 0101-14:

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

GS 0401-14:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major, as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: experience in biodiversity conservation, natural resources management, sustainable development, socio-economic issues, and international development as they pertain to the Asia Pacific region; experience in developing strategies and plans for an international program area; AND experience providing technical guidance on regional issues, specifically as they relate to the Asia/Pacific region.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
