Kitsap County Department of Community Development (DCD) is a nationally recognized, high performing governmental organization focused on the development of high quality, attractive, affordable, structurally safe and environmentally sound communities.
The Department has four main divisions: Building and Fire Safety, Development Services and Engineering, Planning and Environmental Programs, and Administrative & Permit Services. The Department receives support services from other departments within the county and this department reports directly to the three-member Board of County Commissioners.
Summary of position:
Under the direction of the assigned Assistant Director, this position is located within the Planning and Environmental Programs Division. The incumbent performs supervisory oversight on state salmon recovery, climate change, Local Integrating Organizations and Lead Entity, Water Resource Inventory Area (WRIA 15) watershed and stream restoration planning efforts, Kitsap Shore Friendly, Puget Sound Partnership action items as well as other natural resource and ecosystem planning efforts. The incumbent will perform advanced professional leadership, contract and grant management. The position will oversee externally funded natural resource programs and a talented natural resource team. Duties include performing a direct lead or supervisory oversight and assignment of projects to direct reports. The incumbent is responsible for monitoring performance, grant and project deliverables to ensure meeting contracting obligations while ensuring consistency, quality and balanced product deliverables that are within scope and on budget. This position also works closely with elected officials, community advisory groups, other County departments, state agencies, tribal nations, non-profits and professional industry leaders to address concerns and develop balanced products in accordance various state laws.
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor’s Degree in Planning, Environmental Planning, Ecology, Biology or closely related field from a college, university or school accredited by an agency recognized by the US Department of Education or equivalent; AND;
- Five years of progressively responsible experience in natural resource planning, policy analysis or closely related field and three years of supervisor or project lead experience OR;
- Equivalent combination of experience and education that would demonstrate the individual’s knowledge, skill and ability to perform the work may be considered.
