LEGISLATIVE COORDINATOR 
Budget & Government Affairs
Olympia, Washington

Support the Department of Fish & Wildlife’s legislative priorities and advance the mission of conserving fish and wildlife, along with providing recreational and commercial opportunities.

 

Provide coordination support to agency leadership to advance legislative/strategic initiatives and to develop and coordinate state budget proposals.

Picture yourself facilitating the development of and tracking the Department of Fish & Wildlife’s state legislative requests.

With your experience, you will lead internal teams to develop bill ideas, scope language, and develop outreach strategies.

This is an opportunity to be responsible for providing cross program and region advice, as well as promoting high quality customer service with both internal and external partners, especially legislative offices.

Duties

Our Legislative Coordinator, 

Legislative Strategy Development and Coordination: 

  • Facilitates agency Legislative Coordination Team meetings to keep executive management and programs organized during the legislative session.
  • Trains and provides technical assistance to Legislative Coordinators and program managers on the legislative process to ensure efficient workflow during the legislative session.
  • Prepares weekly hearing schedules and helps ensure staff coverage at legislative hearings and meetings.

Coordinates Agency Bill Development Process: 

  • Leads bill development and outreach teams for agency request legislation – coordinating internal subject matter experts, conducting research on policy and fiscal impacts and formulating recommendations for the Legislative Director, Director of Budget and Government Affairs, and Executive Management Team.
  • Develops and maintains timeline, proposal forms and guidance documents for the development of agency legislation.

Bill Tracking:

  • Serves as the agency’s administrator of the Bill Analysis Tracking System, LobbyGov and other legislative tracking systems.
  • Ensures systems are up-to-date and staff are trained in how to use them.

Legislative Outreach and Coordination: 

  • Reviews documents, reports, and legislative assignments to ensure consistency and accuracy within RCWs, WACs, and Departmental policy.
  • Resolves legislative customer complains – assigns, tracks, prioritizes and reviews correspondence from Legislators and Governor’s Office and monitors status of response.

Administrative Operations and Management: 

  • Serves as the Office Manager and Records Manager for the Government Affairs Unit, as well as the supervisor of administrative staff on the legislative affairs team.                                                                 

WORKING CONDITIONS: 

  • Work Setting, including hazards:    
    1. Work environment is a very busy office setting.
    2. The duty station for this position is in Olympia, WA. Due to the COVID-19 pandemic, many of our positions do remote work or telework (a combination of office and remote).  When the workforce is approved to return to an office setting, remote or telework may be considered.
  • Schedule:   
    1. Typically, Monday – Friday – 8:00 a.m. – 5:00 p.m.
    2. Workload demands may require work outside the assigned work hours/days and adjustment of work schedules, especially during legislative session.
  • Travel Requirements: 
    1. Some travel may be required throughout the State to attend trainings, meetings, and conferences.
  • Customer Interactions: 
    1. Legislators, Legislative and Congressional staff, Agency staff, and Stakeholders.
Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.

          AND 

  • Two (2) years of experience conducting research and analyzing policies, laws, rules, or regulations.

Please Note: Professional experience conducting research and analyzing policies, laws, rules, or regulations may substitute, year-for-year for the education requirement.

Ability to:

  • Read, understand, and interpret policies and procedures.
  • Develop written reports.
  • Communicate effectively, both in writing and in speech.

Key Competencies:

  • Facilitation and Negotiation Skills – being tactful and sensitive when dealing with people with strong held opposing viewpoints and when addressing “politically sensitive” matters.
  • Written Communication – exceptional writing skills are required, letters, memos, and e-mails should be organized, clear and concise, use principles of “plain talk”, and effective, yet tactful communication.      

Certifications/Licenses: 

  • Valid Driver’s License.

PREFERRED QUALIFICATIONS: 

  • Three (3) years of experience conducting research and analyzing policies, laws, rules, or regulations.
