The Littlerock Unit and South Puget Sound Region are actively seeking a Forest or Civil Engineer. The duty station for the position is in Tumwater, WA. The varied terrain and microclimates in Littlerock Unit and South Puget Sound Region provide for many engineering challenges in forest road layout and maintenance.  The successful candidate will be in charge of developing road plans for the Littlerock Unit and South Puget Region Timber Sale Program, which will include evaluating existing roads and structures, planning new road locations, designing new stream crossing structures, and performing harvest system analysis.  If you enjoy engineering challenges and watching your work come to be implemented and built in a short amount of time, this is the place for you.

Qualifying experience for the Professional Engineer License may be signed off for engineers with the Engineering in Training certification.

The Littlerock Unit Engineer position works in the Black Hills District and supports the Department’s mission and goals by implementing ecologically sound forest management under the guidance of the State Lands Habitat Conservation Plan to meet the Agency’s Trust obligations.  The Black Hills District contains approximately 100,000 acres of DNR Trust Lands within Grays Harbor and Thurston Counties, primarily in the Capitol State Forest near Olympia and the State Capital. The Unit Engineer position provides exciting opportunities to manage the road network in a working forest which provides abundant multiple-use recreational opportunities. Have the best of both worlds by enjoying the outdoors around the Puget Sound Region in the mountains or many waterways, while having all the options of the Olympia, and Tacoma metro areas close by.

In this position, you will interact with professionals having diverse talents and skill sets. Duties

Responsibilities:
Qualifying experience for the Professional Engineer License may be signed off for engineers with an Engineering in Training certification.  Your duties will include bridge inspections, bridge maintenance, engineering survey, design, culvert design, including fish passage structures, and construction compliance on low-volume forest road projects utilizing the agency’s heavy equipment crew and private contractors. Additionally, you will be tasked with the development of public works contracts and prioritization and coordination of road maintenance and construction activities. In this position, you will interact with professionals with diverse talents and skill sets. You will have the opportunity to work frequently with other engineers, foresters, wildlife biologists, GIS professionals, geologists, and heavy equipment operators, to name a few.

Qualifications

Required Qualifications:

  • Bachelor’s degree in Civil Engineering AND one year of experience as a Civil Engineer 1;
    OR a combination of equivalent education and/or experience.
  • Experience in hydraulic structure design.
  • Experience in contract administration and compliance.
  • Experience with timber sales road plan preparation and administration.
  • Experience using programs such as: MS Word, MS Excel, and ArcMap basic and advanced. Also have working knowledge of Skyline XL, AutoCAD, and RoadEng, and the aptitude for learning new software programs.
  • Experience with GPS programs, ArcGIS products, and other engineering software programs.
  • Experience in navigation using maps, Avenza, aerial photos, compass, orthos, clinometer, radio, laser rangefinder, and GPS.
  • Experience inspecting, instructing, and working with agency heavy equipment crew, and contract crews to ensure road projects are completed as specified.
  • Experience with current forest practice rules, plans, and associated agency policies and WACs.
  • Experience in map making.
  • Facilitation and negotiation skills.
  • Education in theory, policy, principles, and practices of the forest engineering profession as applied to Northwestern United States (i.e., fundamentals of markets and economics, sales layout, logging methods, road engineering, water quality, watershed management, and fish passage design).
  • Strong verbal, written, and interpersonal communication skills as demonstrated by the ability to resolve conflicts, write effectively, and communicate with diverse groups
    both internal and external.
  • Essential knowledge of a wide variety of principles, theories, and best practices to resolve problems and develop strategies for unprecedented issues.

Special Requirements and Conditions of Employment:
  • Position works from an assigned duty station (see above). A majority (70%) of the work is performed in isolated unimproved natural forestry settings. The individual must be able to traverse uneven terrain in all weather conditions. Office work requires the use of standard office furniture and equipment (e.g. desks, files, cabinets, computers, telephones, fax machines, copy machines, etc.).
  • Requires a large majority (70%) of time in the field and traveling between sites in the work unit. Occasional travel out of the work area may be required.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
  • Must be at least 18 years of age at the time of hire.
  • Must obtain a WSDA Pesticide Applicators License within six (6) months of hire date and maintain it.
Desired Qualifications:
  • Experience with forest engineering objectives and timber harvest planning.
  • Received a passing certificate of Fundamentals of Engineering.
  • Ability to traverse roads.
  • Knowledge of Forest Practice standards, SEPA process, laws, and rights-of-way.
  • Knowledge of Policy for Sustainable Forests, Habitat Conservation Plan, and related agency policies.
  • Demonstrated proficiency in volumetric road design procedures.
  • Demonstrated proficiency in hydrology and hydraulic design procedures.
  • Demonstrated proficiency in basic survey procedures and use of equipment to collect and process field data for the design, construction, and costing of engineering projects. Proficiency in using Total Station survey equipment for site mapping.
  • Demonstrated ability to prepare detailed and accurate descriptions, contracts, cost sheets, etc. for engineering projects.
  • Experience with the timber sale process, Public Works contracts, and contract administration.
