Summary

This position is located in the Farm Production and Conservation (FPAC), External Affairs Division, Legislative and Stakeholder Relations Section in Washington DC. This position will focus primarily on supporting the FPAC Volunteer Program and stakeholder engagement.

Responsibilities

  • Reviews and writes important correspondence bearing on matters of national policy regarding FPAC Mission area, FSA, NRCS, and RMA programs and activities, to ensure they are correlated with Agency policy and positions on legislation.
  • Researches and develops talking points, briefing materials and presentations for use by senior FPAC leadership to stakeholder groups and state and local officials.
  • Conducts engagement with officials from other government agencies on behalf of the FPAC mission area as directed.
  • Serves as a source of information for congressional and stakeholder inquiries and prepares briefs for engagement.
  • Assists in reviewing, analyzing and summarizing legislative bills and testimony being considered by Congress to determine the effect on current agricultural conservation programs of the Department and mission area.

Qualifications

Current permanent career/career conditional employees of the FPAC mission Area (FPAC Business Center, FSA, NRCS and RMA) may be selected in their current duty locations. Salary will be adjusted to the location in which you are selected. The FPAC Hub duty location of non-FPAC mission area applicants will be determined upon selection. Salary will be adjusted to the location in which you are selected. The duty locations are: Kansas City, MO and Washington, DC.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-12 level: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service or private sector performing the following duties:

  • Conducting legislative research, interpretation, providing analysis, and developing materials and presentations for briefings to the Hill, federal and state partners, and stakeholder groups by senior officials;
  • Researching and analyzing proposals and responses to congressional and stakeholder inquiries regarding federal programs; and
  • Developing and maintaining effective communication and relationships with internal and external contacts to gather and share information.

For the GS-13 Level: At least one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service. Specialized experience is experience that demonstrates 1) formulating and developing legislative proposals and responses to congressional inquiries involving agricultural programs; 2) serving in a leadership capacity by supporting, advising, and representing executive leadership on issues related to agricultural legislative proposals; AND 3) conducting legislative research, interpretation, and providing critical analysis to senior agency officials

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
