Job Description:

This position is currently being offered as either a Limited Duration appointment for anyone to apply OR as a statewide Job Rotation to all permanent, current State of Oregon employees (this includes regular status and limited duration employees who have completed trial service).  State of Oregon job rotations require employer approval.

What will you do?  

You will provide statewide coordination and administration of the Department’s fire investigation and fire cost recovery programs. You will lead in the development of state-wide policy and procedures for fire cost recovery, work closely with the Oregon Department of Justice (DOJ), to develop strategy and recommended courses of agency action, and represent the agency during legal processes. This position will lead the development of state-wide investigation policy and procedures, coordinate all Type 1 & 2 investigations, coordinate investigation training to meet agency objectives and statutory obligations, and provide interagency coordination as required. This position protects assets of the state by recovering funds lawfully allowed for expenditures by the state for the suppression of fires. You will assure that all fire investigation and fire cost recovery processes and procedures are in compliance with statutory and rule guidelines. You will maintain investigative capacity at a statewide level.  These activities are in direct support of the agency’s complete and coordinated wildfire protection system.  You will work independently or work as a part of a temporary team or project effort.  This position is part of the Fire Prevention & Policy Unit staff within the Fire Protection Program.

WHAT WE ARE LOOKING FOR:

Candidates who demonstrate skills, abilities and/or experience in the following:

  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
    OR; Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Excellent communication skills including speaking, researching, writing, editing and presentation skills.

  • Experience in developing, implementing and delivering trainings to a variety of audiences.

  • Experience working with a broad and varied customer base.

  • Experience working with Department of Justice, inter-governmental and inter-agency partners.

  • Experience using techniques to negotiate agreeable solutions.

  • Evaluate statutes, legislative and executive intent, and operating procedures.

  • Demonstrated ability to foster a culture of service, workforce diversity, equity and inclusion, team environment, and strong internal communication and alignment.
