Position Details:
This full-time unrepresented position holds supervisory duties, is exempt from civil service law, and has a duty station at our Headquarters building in Olympia, Washington. Within the organizational chart, this position is part of the Fiscal Team within the Internal Operations Program and reports to the Accounting and Budget Program ManagerThe Partnership offers a modern hybrid work environment, which includes both remote and office building settings in Olympia, Tacoma, and Seattle. All staff are required to report to offices and work sites as needed, including this position. You may be required to work in an office setting more frequently than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Regular travel throughout the state will be necessary for this position, including overnight stays.
 
This position is exempt from civil service rights; however, the position’s annual range of $61,632 – $80,952 was based on a comparison to the Classified Job Salary Range Number 59. The salary amount offered will be dependent upon qualifications, although the expected hiring salary will typically be less than the top of the range, to allow for growth and development movement.

A little bit about Internal Operations:
The Internal Operations Division supports the core function of the agency by providing Fiscal, Human Resources, Administrative, and IT Services. Additionally, it is the central point for all Environmental Protection Agency (EPA) program management and agency-wide work planning.

 

What you will be doing:
You will be responsible for assisting the Accounting and Budget Program Manager by ensuring all expenditures are made in accordance with state and federal law and budget and expenditure data is accurately reflected in the agency accounting records. You’ll play a role in budget creation, budget monitoring, and state fiscal year close activities. The agency will count on you to independently manage the agency purchase card process and develop training for staff authorized to use the purchase cards. You’ll also provide support in contracting by reviewing contract files, invoices, and payments and resolving budget and billing issues. The important function of the position is investing in the success of your two staff members and engaging with them in a way that supports performance, growth, and development, and belonging.

Duties

 

Some of the duties include:

Primary Responsibilities:


  • Assist in the development of the agency biennial and supplemental operating and capital budget requests
  • Data collection, assembly, and analysis work used in the development of the agency biennial and supplemental operating and capital budget requests
  • Use the data within the agency work planning budget tool and create the draft agency allotment plan
  • Provide fiscal analysis of budget information for use in legislative hearings and the Legislative Fiscal Notes process
  • Assist the ABPM in developing the finance-related components necessary to prepare grant requests for the Environmental Protection Agency and other federal agencies
  • Assist in the preparation and recast Agency Activity Inventory
  • Oversees the tracking of agency expenditures, forecasting future spending, and providing day-to-day analysis of the agency spending plan
  • Manage the process of reviewing program allotment requests and position actions. 
  • Manage the process of completing the State Fiscal Year Close activities with subordinate staff
  • Provide general oversight of financial analyst work and provide additional capacity when needed
  • Implement and train fiscal staff on pass-through grant and Bipartisan Infrastructure Law (BIL) accountability processes
  • Promote, implement, and foster an environment that proactively supports change and innovation within the area of responsibility
  • Engages staff in a way that supports high performance and growth.
  • Exercise independent judgment within legal and agency human resource policy frameworks related to interviewing, hiring, training, mentoring, recognizing, and developing personnel
  • Development of training plans for each position in the team (dependent on budget).
  • Partner with staff on developing goals and objectives with a focus on professional development and succession planning
  • Manage staff schedules, including telecommuting, in a manner that ensures a balance between staff flexibility and desired work outcomes

 

Qualifications

 

Required Experience, Competencies and Technical Skills (experience may be concurrent):

An Associate degree from an accredited college or university involving major study in business administration, public administration, accounting, economics, or statistics 

AND 

Five (5) years of professional experience in budgets, management, or program analysis

OR 

A Bachelor’s degree from an accredited college or university involving major study in business administration, public administration, accounting, economics, statistics

AND 

Four (4) years of professional experience in budgets, management, or program analysis

OR

Six (6) years of qualifying years of professional experience in budgets, management, or program analysis may substitute for education and experience above

  • Proficiency in Microsoft Office Excel, Word, and Outlook
  • Ability to effectively communicate orally and in writing
  • Ability to analyze and reconcile complex fiscal data
  • Ability to work independently and as part of a team
  • Ability to prioritize tasks by importance and deadline
  • Commitment to justice, diversity, equity, and inclusion efforts

 

PREFERRED:

  • Master’s degree from an accredited college or university involving major study in business administration, public administration, accounting, economics or statistics AND five years of professional experience in budgets, management, or program analysis
  • Knowledge of State Accounting and Administrative Manual (SAAM)
  • Knowledge of state travel rules and regulations (SAAM Chapter 10)
  • Knowledge of state purchasing and procurements laws
  • Knowledge of state financial systems and databases

 

CONDITIONS OF THE WORKING ENVIRONMENT:

  • Permanently reside in Washington state and report in-person at Puget Sound agency offices and meetings on a weekly basis

As an exempt employee, incumbent is expected to be available to work as needed beyond normal (8:00 a.m. – 5:00 p.m.) work hours, including evenings and weekends. Regular travel, including overnight stays may be required.
