KLICKITAT WILDLIFE AREA ASSISTANT MANAGER

This recruitment is contract funded by a combination of federal and local (i.e. capital) funds.

We are seeking a candidate with a passion and dedication to promote the WDFW conservation mission on the Klickitat Wildlife Area in Southwest Washington.

The Klickitat Wildlife Area is made up of 8 geographic units that are distributed along the Klickitat River and two of its tributaries, and in the headwaters of Rock Creek. Habitats on the Wildlife Area are varied, including mixed pine/oak forest, oak woodlands, steppe (grasslands), riparian tree and shrub corridors, freshwater ponds, and agricultural fields and small food plots.

Picture yourself assisting with conservation work on the Klickitat Wildlife Area by facilitating public recreation (e.g., hiking, hunting, rafting, fishing, etc.), enhancing fish and wildlife habitat across a range of ecosystems, and working with a diverse public.

The optimal candidate has applied experience in habitat management, forestry, farming, weed control, and equipment maintenance work.

The best suited candidate has strong work ethic, the ability to take initiative, work independently, and has excellent inter-personal communication and relationship skills.

Duties
Our Klickitat Wildlife Area Assistant Manager   
  • Assists with planning, developing and implementing the Klickitat Wildlife Area Management Plan to achieve healthy, diverse and sustainable fish and wildlife populations and their supporting habitats.
  • Is responsible for monitoring, restoring, and/or managing habitat on Wildlife Areas.
  • Performs habitat management work through weed control, forestry, and farming activities.
  • Conducts studies, field reviews, and surveys on habitat, wildlife, and recreation on Wildlife Area.
  • Reviews and/or studies fish, wildlife, plants, habitats, and recreational use on Wildlife Areas.
  • Plans, coordinates, and monitors ecosystem/habitat enhancement projects on Wildlife Area to benefit fish and wildlife.
  • Monitors grazing and agricultural leases and other land-use permits and keeps appropriate records.
  • Conducts outreach and communicates with neighbors, stakeholders, land-use permit holders, and general public regarding Wildlife Area activities, permits, and plans.
  • Contributes to the development and implementation of Wildlife Area Plans.
  • Maintains facilities, infrastructure, and equipment operation and maintenance and public trust responsibilities.
  • Secondary contact (primary is the Wildlife Area Manager) for emergencies, issues/questions and is primary contact when Wildlife Area Manager is on leave.
  • Assists in the training, mentoring, evaluating and directing the work of seasonal or permanent staff on Wildlife Area.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is performed in the office and outdoors.
    • Ability to work independently in inclement weather and difficult terrain, including slippery rocks, steep banks, water, and sticky mud up to 60-70% of the time.
    • Ability to walk, bend, stoop, while at times carrying up to 50 pounds.
    • Willingness to perform aerial and/or marine surveys.
  • Schedule:
    • Monday – Friday – 8:00 a.m. – 5:00 p.m. – overtime eligible.
    • At times work may be performed outside the schedule due to seasonal demands, emergencies, and time critical assignments.
    • Must be able to work a non-scheduled work week and work long irregular hours.
  • Travel Requirements:
    • Occasional travel is required for training or meetings (5% – 10%).
    • Travel within the duty area occasionally requires use of small boats such as canoes or a drift boat, hiking, or flight (as a passenger) in a motor aircraft.
  • Tools and Equipment:  
    • GPS, radio telemetry equipment (transmitters and attachment, receivers, antennas, tracking methods), binoculars, spotting scopes, radios, pickup truck, flatbed truck, utility trailer, ATV, chipper, fire suppression equipment, wheeled tractors, implements used with a tractor, boats and boat trailers.
    • Work also requires standard hand tools such as shovels, jacks, bow saws, pruning saws, backpack sprayers, fence post drivers, wire stretchers, and tools used in carpentry. Power and hand tools used include chain saws, brush cutters, mowers, electric herbicide sprayers, and standard shop tools such as grinders, drills, table-saws, bandsaws, handheld circular saws and saber saws.
  • Customer Interactions:        
    • Interacts with recreationists in the field and routine public response via phone and e-mail.
    • Interacts with agencies, non-governmental organizations (NGOs), WDFW personnel, other local, state, and federal government personnel, consultants, contractors, private non-profit agency representatives, tribal representatives and project applicants.
Qualifications

Required Qualifications:

  • A Bachelor’s degree in wildlife management, wildlife biology or wildlife ecology, natural resource science, or environmental science.

          OR

  • Professional equivalent experience may substitute, year for year, for education requirement.

AND

  • One year of professional experience in fish/wildlife/habitat management or research.

           OR

  • A Master’s or Ph.D. in the applicable science will substitute for the required experience.

AND

Job knowledge, this experience can include voluntary, personal, academic or quantifiable experience:

  • Implementation of Wildlife Area Plan activities.
  • Fish and wildlife habitat relationships and management requirements.
  • Habitat management activities.
  • Wildlife management tools and field techniques.
  • Wildlife and habitat survey methods and techniques.
  • Wildlife population relationships and ecology.
  • Principles of wildlife harvest management.
  • Principles of forest management.
  • Weed/Noxious plant identification and management using pesticides and integrated pest management.
  • Management of plant communities.
  • Accountability in managing budgets, staff time, and other resources.
  • Personal computer software and hardware (MS/Office).
  • Safety procedures.
  • Equipment operation and maintenance.

Ability to:

  • Coordinate and organize activities.
  • Manage projects/workloads, organize and prioritize work for self and others.
  • Develop effective objectives, timelines, and action plans.
  • Train and supervise temporary and volunteer staff, while providing constructive correction, redirection, and discipline when needed.
  • Work independently and as a team member.
  • Accurately conduct field surveys to collect data.
  • Identify wildlife and plants species.
  • Negotiate effectively, appropriately, and respectfully, representing the agency with the intentions of a good faith partner.
  • Conduct data analyses and make inferences from data for management recommendations.
  • Use critical thinking in collecting, recording, compiling, and summarizing data.
  • Learn applicable state, federal, and local environmental regulations and policies.
  • Effectively and safely operate motorized and non-motorized equipment and tools, as well as perform proper care and maintenance of this equipment.
  • Perform basic carpentry.
  • Drive a truck and tow a trailer.
  • Operate ATV’s and farm equipment.
  • Operate backpack and ATV mounted sprayer used in herbicide application.
  • Operate saws and other equipment used in forest habitat management.

Certifications/Licenses:

  • Valid Driver’s License.
  • First Aid Training. (Must be obtained within 6 months of hire).
  • Does require a Pesticide license. (Must be obtained within 6 months of hire).
  • May require a CDL in the future.

Preferred Qualifications:

  • A strong working knowledge and experience working with forest management, as well as habitat enhancement and restoration for big game, small game and listed species.
  • Previous experience identifying non-game species, big and small game species, waterfowl, songbirds, birds of prey, and shorebirds, etc.
  • Background in the use of agricultural practices and equipment.
  • Experience with biological data collection.
  • Experience in identifying Eastern Washington native plant species.
  • Experience in diagnosing and correcting basic issues with equipment performance, as well as facilities and building systems such as plumbing.
  • Knowledge of general state procedural policies and rules governing work activities.
