Position Description

Tacoma Power’s Utility Technology Services Section is establishing an eligible list for IT Analyst, Senior Technical – GIS Developer which will be used to fill vacancies for one year.

The GIS Developer is responsible for the design, development and maintenance of Tacoma Power’s Geographic Information System (GIS). Typical activities will include the design and deployment of GIS applications and software, such as ESRI ArcGIS Desktop, Portal for ArcGIS, ArcGIS Pro, and SQL GIS databases. Additional activities may include the ongoing monitoring and management of Tacoma Power’s enterprise GIS platform to ensure high performance, effective access by end users and integration with other information systems.

This position will also be responsible for performing senior-level professional functions in the GIS platform – such as object oriented programming, data construction, GIS analysis, web service design and system implementation. Other activities include developing, implementing, and improving programming standards, guidelines, and best practices for GIS platform development.

Responsibilities Include:

  • Develop, support and maintain services, web maps and apps in Portal for ArcGIS and ArcGIS Online
  • Document, test, debug, and implement items developed in Portal for ArcGIS and ArcGIS Online
  • Perform Portal for ArcGIS and ArcGIS Online administrative tasks, such as user / group management and tracking system usage
  • Use ArcGIS Enterprise (web-based) as needed in conjunction with Portal for ArcGIS and ArcGIS Online activities i.e. creating web services
  • Coordinate field data collection operations in various departments using ESRI Collector app and/or Survey123 software on various mobile devices
  • Designs, develops, tests, deploys and supports custom GIS Applications and tools using HTML5, Python, Javascript, C#, XML, SQL, ArcServer, Web App Builder and other development tools
  • Serve as the senior developer on assigned projects, perform research, develop work products, recommendations, and action plans
  • Build prototype solutions to demonstrate the benefits of new software tools such as ESRI’s Web App builder, Portal for ArcGIS, ArcGIS Online and JavaScript API for ArcServer
  • Perform daily administration of geodatabases and GIS applications
  • Perform data imports from other agencies, manage exports, joins and relates to provide a complete GIS solution to end users and map editors
  • Develop and maintain automated python scripts and processes to ensure data quality for Tacoma Power’s systems of record (SAP and GIS)
  • Extract, compare, analyze, and develop solutions to keep systems in alignment
  • Create periodic logs and reports tracking data quality and develop solutions to both fix current and avoid future data issues
  • Manage and maintain large raster and LiDAR datasets in a coordinated and efficient way
  • Develop datasets and databases with defined data structures to capture various environmental science specific data in an effort to support daily operations
Qualifications

Equivalent combination to:

  • Bachelor degree in computer science or related field and
  • 5+ years directly related information technology work experience

Desired Qualifications:

  • Three or more years of progressive GIS related job experience
  • Formal GIS training in the following area are highly desired
    • Esri’s ArcGIS Enterprise Administration (to include Portal for ArcGIS)
    • Esri’s ArcGIS Online use and administration
    • Esri’s ArcGIS desktop software (ArcGIS Pro)
    • Python scripting in the ArcGIS environment
    • Esri Data Reviewer extension
    • Feature Manipulation Engine (FME)
  • Three (3) years working at, or in close relationship, to an Electric utility
  • Experience using ArcGIS Enterprise to create and publish web services, including the ability to create services from ArcSDE geodatabases for use in Portal for ArcGIS and ArcGIS Online
  • Experience designing GIS data structures to support project needs and for use in conjunction with ArcGIS Enterprise and ArcGIS Online
  • Experience working in a multi-user/versioned ArcGIS SDE data entry environment
  • Experience with Portal for ArcGIS and ArcGIS Online system maintenance and administration including user and group management
  • Experience creating feature layers, web maps and apps in Portal for ArcGIS and ArcGIS Online
  • Current GIS Professional Certification (GISP)
  • Scrum / SAFe Certification
  • Work experience with Windows operating systems and Microsoft Office Suite products (MS Outlook, MS Word, MS Excel, MS Access, MS SQL Server 2016) highly desired

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

  • Some positions may require a valid Washington State Driver’s License at time of appointment with maintenance thereafter
  • Some positions may require incumbents to successful pass a Criminal Justice Information Services (CJIS) background check
