     The Habitat Strategic Initiative Lead (HSIL) is the Washington Department of Fish and Wildlife (WDFW) and Department of Natural Resources (DNR) co-lead program to advance habitat protection and restoration in Puget Sound under a cooperative agreement with the U.S. Environmental Protection Agency (EPA).

Co-lead HSIL’s implementation and adaptive management program for the Habitat Implementation Strategies: 

Floodplains and Estuaries   

 Land Development and Cover 

Shoreline Armoring    

Marine Vegetation (potentially in development)       

Build and uphold effective relationships with Implementation Strategy partners and implementers.

Ensure implementation integrates climate change, environmental justice, socio-ecological resilience, and human dimensions.      

Duties

Our Implementation Strategy Lead, 

  • Leads a Habitat Implementation Strategy through activities such as workshops:
    1. Convening stakeholders to advance specific management of policy objectives.  
    2. Assembling technical and policy experts to identify priorities. 
    3. Engaging Management Conference Boards to advance research, policy, or financial objectives. 
    4. Piloting and institutionalizing ongoing programs.
  • Facilitates an interdisciplinary team to integrate concepts such as Human Dimensions, Environmental Justice, or Climate Change more robustly into an Implementation Strategy. 
  • Communicates and coordinates Habitat Implementation Strategy activities with relevant state agency ongoing programs. 
  • Leads the coordination of HSIL Subject Matter Experts and other HSIL-funded implementers ensure a cooperative approach to Implementation Strategy.
  • Coordinates with Implementation Strategy Leads in the Habitat, Stormwater, and Shellfish SILs, Puget Sound Partnership, and EPA on Implementation Strategy planning, implementation, and adaptive management.
  • Leads and supports cross-SIL coordination (Habitat, Stormwater, Shellfish) on topics such as Marine Water Quality, Land Use, Climate Change, Environmental Justice, Socio-Ecological Resilience, and Communications. 
  • Provides Implementation Strategy vision and guidance for Request for Proposal (RFP) processes and expert review for subaward development and management.  

WORKING CONDITIONS

  • Work Setting, including hazards: 
    1. Work is almost exclusively performed indoors in an office environment. 
    2. Due to the Governor’s “Stay Home, Stay Safe” order due to the pandemic, many of our positions are currently working remotely, or a combination of office and remote.  When the Governor lifts the “Stay Home, Stay Safe” order for state employees, combinations of office or telework may be considered.
  • Schedule: 
    • Typically, Monday – Friday – 8:00 a.m. – 5:00 p.m.
    • Workload demands may require work outside the assigned work hours/days and adjustment of work schedules.
  • Travel Requirements:
    • Travel is required and is typically local or regional (Puget Sound-wide), to meet with partners, conduct business, or to attend/provide trainings.
  • Tools and Equipment: 
    • Standard office furniture and equipment – desk, filing cabinet, computer, printer, telephone, copy machine, etc.
  • Customer Interactions:
    • Frequent contact with clients, including some contact with those who may be frustrated.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or a closely related field.

          AND 

  • At least three (3) years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration or environmental policy.

          OR 

  • One year of experience as an Environmental Planner 3.

  • Professional equivalent experience may substitute, year-for-year for the education requirements.

Must demonstrate experience and strong competence in these skills and abilities:

  • Strong interpersonal skills and verbal/written communications skills – including the ability to present complex or controversial information in a way that is understandable and non-confrontational. 
  • Leading and facilitating an interdisciplinary team or work groups to achieve desired and productive outcomes.
  • Managing multiple work assignments and priorities on varied time scales.
  • Demonstrated organization and time management skills to effectively prioritize workload and maximize efficiency.
  • Ability to seek and act on opportunities to improve, streamline, and re-invent work processes.
  • Basic use of Microsoft Office programs (including Word, Excel, and PowerPoint).

PREFERRED QUALIFICATIONS: 

  • A Master’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or a closely related field.

AND 

  • Three (3) years of professional experience in these areas OR one year of experience as an Environmental Planner 3.

    AND 

  • Demonstrated ability to develop and maintain collaborative working relationships, to build rapport and partner with local, state, and federal governmental agencies, tribes, regarding issues pertaining to habitat protection and restoration.
  • Demonstrated ability to apply negotiation and conflict resolution skills.
  • Experience applying knowledge of Puget Sound fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and likely remedies.

Knowledge of: 

  • The Puget Sound Action Agenda and Puget Sound recovery goals.
  • Natural resource laws, policies, and programs and how this affects and/or enables fish, wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in order to achieve expected results.
