DNR is looking for a Human Resource Consultant 2 (HRC2) to support the Senior Human Resources Investigator Consultant to work collaboratively advising appointing authorities, managers, senior consultants and employees during the employment investigation process.

As a HRC2 Investigation Consultant you will work under the guidance of State and Federal regulations, Department policies and procedures, and applicable collective bargaining agreements, RCW’s and WAC’s and allegations related to complaints authorized by appointing authorities.  This position interacts with all levels of managers, supervisors and employees within the agency and the general public.

Responsibilities:
Provide consultation on a variety of complex HR issues to the managers, supervisors and employees of assigned agency divisions and regions in the following functional areas:

  • Support Senior Investigator with investigations to include creation and sending of notices, scheduling interviews, transcription during interviews, and gathering evidence.
  • Work as investigation liaison in the absence of the Senior Investigator.
  • Assist with creation of investigation contracts scope documents, gather and maintain contracted documents and invoices
  • Work with Senior Investigator to update policies, procedures, processes, and forms.
  • Participating in meetings and other activities that support DNR goals and objectives.

Required Qualifications: 

  • Bachelor’s degree in human resource management, business, criminal justice or related field from an accredited institution or a combination of education and/or experience equivalent.
  • Experience working collaboratively with employees, managers, and supervisors.
  • Knowledge on conducting investigations.
  • Experience in Microsoft products, specifically Microsoft Excel, Word and Adobe Acrobat.
  • Experience with typing meeting notes or transcription.
  • A working knowledge of and ability to interpret and apply laws, rules, CBA terms, policies, procedures, agency practices, and general theory in related to conducting investigations.

  • Perform assigned duties in a manner consistent with applicable laws, regulations, policies and public records retention and requests are followed.

Special Requirements and Conditions of Employment:

  • Position’s assigned duty station is the NRB in Olympia, WA.  Work is performed almost exclusively (95%) indoors environments.
  • Approximate: Position may require periodic (10%) travel for meetings and investigations throughout the state to include overnight stays.

Desired Qualifications: 

  • One year of professional human resource experience.
  • Experience in employment investigations, general investigation experience, interviewing and report writing.
  • PHR/SPHR or Related SHRM Certification.
