To outline essential job duties, qualification requirements and working conditions for the position of GIS Technician.

 

 

 

Essential Job Duties

 

  • Performs digital and web-based cartography and data management utilizing geographic information systems (GIS) and related technologies.
  • Supports GIS services for City and public use.
  • Provides excellent internal and external customer service. Maintains positive relations with the public and coworkers. Responds to requests for information retrieval from GIS in a timely manner.
  • Performs online and mobile GIS development and maintenance procedures.
  • Provides staff operational training and support for GIS services, applications and procedures.
  • Summarizes information from maps, databases, construction plans, reports and field investigations.
  • Supports asset management systems for user support, form customization, utility infrastructure and GIS-related components.
  • Performs field data collection, correction and validation in combination with GPS equipment, utility records and GIS software.
  • Performs 3D GIS and raster conversion, analysis and mapping.
  • Assists in evaluating existing data, needs of existing and potential user groups and platforms or systems needed to meet established GIS program goals.
  • Assists with online GIS development and maintenance procedures.
  • Performs data entry and conducts information searches.
  • Researches and assembles ownership, title and tax records for annexation and local improvement district projects.
  • Maintains organized project records and provides timely progress reports.
  • Provides support for GIS related components of future permitting software.

Other job functions:

  • Maintains current documentation of procedures and tasks to explain position responsibilities.
  • Creates, updates and implements process improvement procedures, tasks, workflows and systems.
  • Performs other duties as assigned.

 

 

 

Qualification Requirements

 

  • Bachelor’s degree in geography, GIS, environmental science, civil engineering or another related field.
  • One (1) year of experience in GIS. Municipal experience in Public Works preferred.
  • Field experience using GPS surveying equipment and coordinate systems.
  • Current WA State Driver License.

Requires knowledge of:

  • The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
  • Computer operation and software including Microsoft Office suite of products, databases and systems including Adobe, Google Earth, ESRI geodatabase structure, ArcGIS (Pro, Server, Portal and Online).
  • Principles and practices for accurate interpretation of engineering drawings and detailed schematics.
  • Land surveying principles and coordinate systems.
  • Principles and practices of excellent internal and external customer service.
  • Mathematics; English composition and grammar.
  • Safety and security hazards, precautions, standards, policies and procedures.

Requires the ability to:

  • Understand, interpret and appropriately apply maps, construction plans, reports and field investigations.
  • Edit data within ArcGIS Pro, ArcGIS Portal and ArcGIS Desktop.
  • Perform data conversions and transfer of data from CADD to GIS formats.
  • Utilize GPS hardware.
  • Consistently represent the City by maintaining a professional approach and demeanor in all activities.
  • Provide excellent internal and external customer service. Respond to inquiries in a timely manner.

Working Conditions

 

  • Work is performed in an office setting and field locations in all weather conditions and seasonal temperature ranges.
  • May perform duties outside of normal office hours. Travels by car or truck.

Requires the knowledge of:

  • Use appropriate safety equipment and follow safety policies, practices and procedures.
  • Sit or stand for long periods and traverse irregular terrain.
  • Reach with hands and arms. Walk, bend over, twist at waist, stoop, kneel and crouch. Occasionally climb, balance, crawl and talk and hear with background noise.
  • Lift, carry and/or move up to 25 pounds and occasionally up to 50 pounds.
