The Department of Natural Resources (DNR), Information Technology Division is recruiting for a journey-level GIS System Administrator. This position serves as the agency’s highest-level technical expert on system administration for the GIS team in the Information Technology Division (ITD). This position: (a) works closely with the Service Desk, Information Technology Coordinators (ITC), IT System and Network Administrators, IT DBAs, Developers, IT Management, and the agency as a whole; (b) works with other technology professionals to develop technology solutions for current and future agency business needs; (c) coordinates customer support among diverse technology disciplines and ITD sections; (d) works independently with agency customer areas and to understand customer business needs and develop specific solutions; (e) works under the guidance of State and Federal regulations, DNR policies and procedures, and applicable collective bargaining agreements.  Work is assigned both in writing and verbally depending on the assignment. Independently identifies and assigns work to self.

The GIS Systems Administrator works with a team of technical experts to provide expert-level system administration to resolve issues of the agency’s IT-supported large and complex geographical information systems. This position works with other technology professionals to develop technology solutions for current and future agency business needs. This position works independently with agency customer areas to understand customer business needs and develop specific solutions. Interfaces with other ITD teams for the development of support policies and procedures. This position researches, plans, coordinates, implements, and maintains 50 plus servers’ statewide enterprise software systems and multitier (development, quality assurance, and production), environment which performs unit, integration, and troubleshooting testing. This position applies knowledge of Information Technologies principles, methods, and techniques to diagnose and resolve highly complex customer complaints, GIS problems, and system issues to ensure continuous service. This position researches, develops, modifies tests, installs, deploys, maintains, supports, and documents for new, upgraded, or existing enterprise software and applications.

 

Duties

Responsibilities:

  • Researches, plans, coordinates, implements, and maintains 50 plus servers’ statewide enterprise software systems and multitier (development, quality assurance, and production), environment that performs unit, integration, and troubleshooting testing.
  • Plans, develops implements, and deploys enterprise system updates and, revisions through a multitier environment which includes, development, quality assurance, and production systems.
  • Supports the development, testing, and integration of new software and system capabilities.
  • Monitors web traffic and data access load testing and performance metrics.
  • Forecast and troubleshoot system issues, connectivity, and availability.
  • Manages user, group, and system accounts and network permissions.
  • Analyze complex system integration issues while installing or modifying software and systems components.
  • Supports and maintains systems and enterprise software configuration.
  • Write and maintain detailed system installation. configuration, administration documentation, and standard operating procedures.
  • Applies knowledge of Information Technologies principles, methods, and techniques to diagnose and resolve highly complex customer complaints, GIS problems, and system issues to ensure continuous service.
  • Evaluate and resolve software and infrastructure performance problems.  
  • Serves as technical lead to other professional support staff in the resolution and debugging of complex current and emerging GIS and database problems.
  • Diagnoses problems and evaluates enhancement requests from users, analyzes design alternatives, and recommends effective approaches and solutions.  
  • Resolves mobile, GIS, desktop, and server application software problems and issues with many of enterprise systems.
  • Troubleshoots and resolves problems that occur in the GIS application environment.
  • Supports, maintains, and enhances existing software applications.
  • Benchmarks the performance of software components in existing applications and recommends alternative approaches for poorly performing functions.
  • Oversees the implementation of new systems, software, and services.
  • Creates, maintains, and distributes technical documentation to enable users to manage known issues.
  • Evaluates an array of different conditions and situations; resolves systematical through a variety of industry methods and tools.
  • Researches, develops, modifies tests, installs, deploys, maintains, supports, and documents for new, upgraded, or existing enterprise software and applications.
  • Researches software development methodologies to increase the efficiency of the system development process.
  • Monitors and updates software configuration code according to organization standards.
  • Integrates and supports Custom-Off-The-Shelf software and services.
  • Maintains current knowledge of industry software development practices to ensure that efficient, effective development techniques and tools are used.  
  • Evaluates software quality, and usability with performance and testing software.
  • Evaluate new GIS products, software upgrades, and patches and coordinate implementation in Windows and Citrix. 
  • Analyzes and evaluates the impacts of various complex software options on the agency’s computing and network infrastructure.   Determines best practices for implementing GIS software and hardware.  
  • Generates quality standards and maintains the overall integrity of the applications and databases.
  • Develops and documents standards that promote efficient and maintainable software.

 

Qualifications

Required Qualifications: 

  • A Bachelor of Science degree in GIS, geography, cartography, computer science, information systems, science, natural resource management, or related fields.
    May substitute 10 years of experience for education.
  • Four years of recent professional-level working experience using ESRI-ArcGIS software, related extensions, and tools including ArcGIS, ArcGIS Server, ArcSDE, and other Standard GIS Desktop Software.
  • Experience troubleshooting issues and providing technical support on ESRI software and supporting tools in a large technology environment.
  • Three years as a project lead to include planning, budgeting, and staff management.
  • Knowledge and experience in all systems development life cycle stages.
