About the Position

Under the general supervision of the Business Operations Specialist, this position analyzes data and creates maps and other presentation materials related to assigned community development-related activities.  Examples of community development-related activities include housing, land uses, climate change, economy, building construction, urban forestry, vehicle parking, transportation and other public infrastructure. This position is a .5 FTE non represented position.

 

Ideal Candidate Profile

  • Proficiency using GIS applications to perform moderate to complex geo-processing and analysis to create, edit, and maintain GIS data layers.

  • Skilled at interpreting moderate to complex analysis and creating reports and maps for public presentation and understanding.

  • Exceptionally organized and able to provide attention to detail to consistently maintain data quality, cartographic standards, documentation and metadata for geospatial data.

  • Ability to establish and maintain effective working relationships with other staff, vendors, associates, public officials, representatives from other agencies and the general public.

  • Ability to independently prioritize assignments, manage multiple simultaneous projects, ask for assistance when needed, and provide regular progress updates to collaborators, supervisors, and colleagues.

  • Punctual, regular, and reliable attendance is essential for successful job performance.

Essential Functions

 

The essential functions of this position include but are not limited to:
Perform moderate to complex geo-processing and analysis using GIS applications to create, edit, and maintain GIS data layers.
Prepare moderate to complex analysis and maps for public requests, public meetings, planning, public hearings, and environmental analysis.
Develop and maintain data quality, cartographic standards, and best practices for GIS. Develop and maintain documentation and metadata for geospatial data.
Punctual, regular, and reliable attendance is essential for successful job performance.

 

Typical Qualifications

 

Knowledge/Skills/Abilities:

1. Ability to assist public and/or other City staff in understanding GIS methodology and techniques.
2. Knowledge of published and practiced cartographic, computer programming, GIS and surveying standards.
3. Knowledge of principles, practices, techniques and concepts used in performing geoprocessing functions.
4. Knowledge of spatial database management procedures.
5. Knowledge of computerized mapping hardware capabilities and operations.
6. Ability to operate and use GIS hardware, software and related peripheral equipment such as Collector and Survey 123.
7. Ability to independently solve problems, prioritize and organize workload and assume responsibility for meeting deadlines with frequent interruptions.
8. Ability to read, understand and apply technical manuals and procedures.
9. Ability to maintain required records and prepare necessary reports.
10. Ability to communicate effectively, both orally and in writing.
11. Ability to maintain integrity of work by adhering to the GIS code of ethics. 
12. Ability to establish and maintain effective working relationships with other staff, vendors, associates, public officials, representatives from other agencies and the general public.
13. Demonstrated punctual, regular and reliable attendance is required.

 

Experience/Education
1. Bachelor’s degree or equivalent in geography, environmental management, computer science or closely related field, plus two years of experience using ESRI GIS software and or Autodesk CAD software; or any equivalent combination of experience and education which provides the applicant with the desired skills to perform the work. 
2. GIS Certification is desirable.
